Tenders are invited for Consultancy for Baseline Survey and Gender Analysis Assessment for Build Gender Inclusive Approach to Shelter and Resilience Building Objectives: This assignment combines the project baseline and gender assessment, but the objectives are classified accordingly. The consultancy will assess the status of projects outcomes and performance indicators, assess gender participation and challenges, analyze the nature of those issues in the targeted area, and propose strategies. The assessment will also establish the project benchmarks for comparison and impact measurement at the end of the project. Baseline Survey Objectives: To assess the existing interventions and needs of the beneficiaries before implementing the project. Measure the baseline information of the project expected results (Output, Outcome, Impact) and its performance indicators. Assess and analyze the facilitating factors contributing to and the hindering factors interrupting the achievement of the project implementation and expected results. Provide key recommendations and strategies for effective project implementation and future project design.B. Gender Analysis Objectives: To assess the understanding, capacity, participation, role and responsibilities of women in climate resilience activities and shelter. Explore the differences in resources and power dynamics, participation, social norms, and gender roles of women, men, girls and boys in the projects targeted area. Examine the specific needs and constraints faced by different gender and marginalized groups. Identify and formulate the potential solutions interventions and working approaches for the project to address the needs and constraints and ensure inclusive participation of different social identities - gender, age, disability, income, education, faith, race, ethnicity, and sexuality. Develop recommendations for improving gender participation and social inclusion in the project implementation, monitoring and evaluation, and future design Submission requirements: CVs of all team members: each member should outline only relevant experience with a maximum one-page analysis highlighting your understanding of the work and proposed methodology that you will apply to deliver the intended objectives. The technical proposal includes: Organizational profile of consultancy agency if there is Proposed methodologies following the ToR and initiatives added to deliver assignments with high-quality Detail financial proposal (financial bid) Tentative work plan and timeframe Application procedures: If you are convinced and meet the above qualifications and requirements, please submit your CV, technical proposal, and sample reports to the Procurement Unit, HFHI-Cambodia, through e-mail provided in the contact details by January 21, 2025. Only shortlisted candidates will be notified. Management and Coordination: The consultant will report to and be under the management of the country MEAL Coordinator of Habitat for Humanity Cambodia. He shall be supported by a coordination team that includes Habitat Cambodia programs, RD, and Comms for the design and development as well as the research and analysis. This group together with the MEAL coordinator will coordinate with the internal team from recruitment to final product submission/notification. Successful accomplishment of the work plan, including the quality of the deliverables, is subject to review and approval by Habitat for Humanity Cambodia.
