The Purpose Of The Public Procurement Is For The Road Infrastructure Agency To Determine A Consultant Service Contractor For The Site And To Conclude A Contract For The Preparation Of A Complex Report For The Assessment Of Compliance With The Main Requirements For Construction And Technical Control Under The Constructive Part, And The Exercise Of Construction Supervision Under Construction Time Of The Same, With A View To Carrying Out Quality Construction Of The Objects In Accordance With The Regulatory Requirements And Compliance With The Agreed Deadlines. Existing Situation: Director Of The Regional Road Administration - Targovishte, Informs The Api About The Critical (Emergency) Condition Of The Flat Culvert On Road Iii-409, Op. Omurtag - Aprilovo - Svetlen At Km 30+681. In Order To Establish The State Of The Facility, A Commission Was Convened By The Mayor Of The Popovo Municipality With The Participation Of Experts From The Targovishte Public Administration, As A Result Of Which The Emergency Status Of The Facility Was Established. From The Work Of The Commission, A Protocol Dated 16.08.2023 Was Drawn Up, In Which The Problems Identified On The Spot Regarding The Drain Are Indicated, Namely: The Facility Is Built Of Steel Double T-Shaped Profiles With Laid Transverse Metal Beams; The Structure Has Heavily Corroded And Yielded Beams, One Of Which Has Completely Lost Its Load-Bearing Capacity; The Right Part Of The Road Body Has Collapsed With A Length Of 6 M And A Width Of 3 M. There Is A Hole In The Asphalt Surface; The Facility Was Expanded, With The Foundations Of The Old Structure Being Of Stone Masonry, And Of The Expansion Being Of Concrete; The Guard Rail On The Right Is Old And Corroded, And The One On The Left Is Missing; There Is No Cap On The Facility; Below The Facility Is A Ravine With Constantly Flowing Water. The Section Is In An Emergency Condition, Which Necessitated Taking Urgent Measures To Ensure The Restoration And Use Of The Road As Intended. Due To The Fact That The Culvert Is In An Emergency Condition, The Commission Has Made A Decision: Actions Should Be Taken To Prepare A Project For The Vobd And Its Installation In A Short Period Of Time.
