The Subject Of This Public Procurement Is Aimed At The Delivery Of Two Cars Of Normal Use (Lanp) With A Technically Permissible Weight Up To 3.5 T Inclusive (Class D - Medium), To Ensure The Activities Of The Ia Military Clubs And Military Holiday Work. The Delivered Motor Vehicles Should Comply With Ordinance H-21/19.12.2023. On The Requirements For Clean Vehicles. The Technical Specification Attached To This Public Procurement Was Developed By The Institute Of Defense Professor Tsvetan Lazarov, In Its Capacity As A Scientific Research, Experimental Design And Expert-Technical Unit Of The Minister Of Defense. The Conditions Stipulated In It Are Unified And Adapted To The Needs Of The Structures Of The Ministry Of Defense And The Bulgarian Army. In The 3.5 Of Technical Specification No. Ts B 01.4033.22 Requirements Have Been Introduced Regarding Environmental Protection, Regarding The Level Of Environmental Friendliness, Including Requirements Regarding The Permissible Level Of Emissions And Dust Particles, Which Is Tied To The Currently Effective European Norm And Proves With A Certificate Of Conformity Issued In Accordance With The Requirements Of The European Community. For Issues Not Settled In The Technical Specification, The Requirements Of The Currently Effective Regulations Apply. After Each Specified Specific Standard, Specification, Technical Approval Or Other Technical Reference In The Documentation Of This Procurement, The Bidder/Contractor Shall Read The Words “Or Equivalent. The Scope Of The Order Includes Warranty Service, As Well As Registration Of The Means Of Transport At The Traffic Police. Warranty (Service) Service Means The Mandatory Periodic Maintenance Of The Vehicle (Other Than The Removal Of Defects At The Contractors Expense During The Warranty Period), Which Must Be Performed By The Contractor During The Warranty Period In Order For The Manufacturers Warranty Liability To Apply. According To Art. 47, Para. 1 Of The Zop, Contracting Authorities May Include In The Requirements For The Execution Of The Order Special Conditions Related To Economic Or Social Aspects Of The Implementation, Innovations, Environmental Protection Or Employment. According To Para. 5 Of The Same Provision, When Awarding Public Contracts For The Supply Of Road Vehicles Of Categories M1, M2, M3, N1, N2 And N3, Defined In Art. 149, Para. 1 Of The Road Traffic Act, Contracting Authorities Set Requirements That Ensure That The Vehicles That Are Delivered Meet The Criteria For Clean Vehicles.
