Jan 2025 Intervention Sector(s): Advocacy & Awareness, Democracy & Civic rights, Good governance and transparency, Women Status & Issues Rising Leaders: Empowering Women and Young People in Lebanon Call for Proposals for Participatory Projects Democracy Reporting International (DRI) invites proposals from Lebanon-based, women- and youth-led civil society organisations (CSOs) to design and implement innovative, participatory projects that contribute to enhancing democratic engagement and gender equality. Selected projects will strengthen the involvement of women and young people in public life, foster inclusive governance, and drive local development while collaborating with public authorities at different levels. This CfP represents an opportunity to make a tangible difference by empowering women and youth to become drivers of change in their communities. DRI looks forward to partnering with innovative and dedicated organisations across Lebanon. About DRI Democracy Reporting International (DRI) is a global non-profit organisation dedicated to promoting political participation and democratic governance worldwide. Headquartered in Berlin, Germany, DRI operates across Western Asia and North Africa, Sub-Saharan Africa, and Europe. It maintains country offices in Tunisia, Lebanon, Libya (operating remotely from Tunisia), the Democratic Republic of Congo, and Ukraine, collaborating with various international and local partners across several countries. Since 2016 DRI has been raising awareness and advocating for evidence-based policies and public debates that foster democratic and accountable governance, the rule of law, and political participation in Lebanon, in cooperation with civil society organisations and public officials. Particularly, DRI is working to expand the democratic space for a civil society-led debate on systemic change in Lebanon, encouraging citizens to actively participate in the governing of their own country in an inclusive and participatory manner. About the Project The project Rising Leaders: Elevating the Role of Women and Young People in Lebanons Public Arenas contributes to increasing womens and young peoples leadership and participation in political and public spheres through supporting CSOs as platforms to support women and young peoples active involvement in decision-making. Purpose and Scope This Call for Proposals (CfP) aims to: Support women- and youth-led CSOs in implementing high-impact and gender-sensitive projects. Advance developmental objectives at the local level and/or policy advocacy at the local or national level. Promote participation, inclusivity, and engagement with key stakeholders including marginalised groups, local authorities, and civic actors. Eligible Themes Proposals must align with one or more of the following thematic areas: Economic empowerment and job creation for women and young people. Political participation and social inclusion. Anti-corruption and good governance. Local development and service provision. Community empowerment and public safety. Applicants are encouraged to design projects that align with the core objectives of fostering participatory, inclusive, and sustainable development while addressing tangible local needs. Ineligible Actions The following types of actions are not eligible for funding under this Call for Proposals: Humanitarian and Relief Efforts: Projects that involve direct cash assistance, scholarships, or other relief-focused initiatives. Political Agendas: Initiatives promoting political parties, candidates, or specific political agendas. Standalone Capacity Sharing: Proposals focusing exclusively on training, workshops, or capacity-sharing activities without integration into a broader, impactful project. One-Off Events: Projects limited to single events such as conferences or workshops, without follow-up activities or a strategy for long-term, sustainable outcomes. Profit-Oriented Ventures: Initiatives aimed at generating profits for individuals, organisations, or businesses. Religious-Based Interventions: Actions designed to promote religious ideologies or oriented toward religious goals. Eligibility Criteria Applicants must: Be a legally registered not-for-profit entity in Lebanon with an active bank account for the applying entity (no individual bank accounts). Have a leadership and operational structure with a majority of women and/or young people (younger than 35 years). Demonstrate experience in implementing similar participatory projects. Additional Conditions and Requirements: Selected organisations must: Engage in a partnership or collaboration with a municipality or Union of Municipalities as part of the proposed project. Apply alongside at least one co-applicant. Co-applicants may include informal or grassroots groups (e.g., scouts organisations). Ineligible co-applicants include individuals, international organisations, political parties, and government entities. Commit, with the co-applicant, to participating in DRIs capacity-sharing programme covering topics such as proposal writing, MEL, and financial management. Attend periodic networking events to foster collaboration and knowledge exchange. Submit periodic narrative and financial reports, adhering to DRIs guidelines. Each selected project will receive up to 8,000 EUR, with funds allocated for activities directly contributing to the projects objectives. The implementation period should not exceed 8 (eight) months. Proposal Guidelines Lead applicants must submit: A detailed project concept note in either Arabic or English highlighting relevance, methodology, and expected outcomes (see Annex I). A proposed budget linked to planned activities (see Annex I). Evidence of past performance in similar projects (see Annex I). Proof of registration and organisational documentation, including staff organogram and proof of bank account (see Annex II). Declaration of Non-Bankruptcy and Non-Insolvency (see Annex III). Incomplete applications will not be considered. Evaluation Criteria Proposals will be evaluated on: Organisational Capability (20 points): Operational capacity, prior experience, and qualifications of the project team. Relevance and Impact (60 points): Alignment with local/national needs, feasibility, participatory design, gender sensitivity, and sustainability.
