In Its Name And On Its Behalf, The Region Has Decided To Entrust, Under Its Control, To An External Service Provider With A Public Accountant, The Processing Of Scholarship Applications, The Management And Payment Of Regional Scholarships, Based On Social Criteria, For Students. And Students In Social, Paramedical And Midwifery Training. The Purpose Of This Contract Is To Provide Administrative, Financial And Technical Services Relating To The Management And Payment Of Regional Stock Exchanges. The Service Provider Ensures Payment Of Scholarship Files In Accordance With The Mandate Agreement (Attached As An Annex To This Dce), This Ccp And The Regional Scholarship Award Regulations. The Service Providers Missions Are As Follows: - Assistance And Information To Users On Online Request Entry Tools Made Available By The Holder; - Receipt Of Scholarship Application Files, Including Electronic Reception (Simulator, Remote Procedure And Online Entry Of Applications, List Of Supporting Documents To Provide, Frequently Asked Questions); - Checking The Completeness Of Files And Verifying The Notification Of Payment Of Training Costs; - Instruction And Determination Of Scholarship Rights According To A Framework Comprising Different Levels Corresponding To Resource Ceilings Weighted By Charge Points; - Management Of Decisions On Allocation Or Rejection Notifications; - Payment Of Amounts Due And Verification Of Attendance At Training Institutes; - Management Of Appeals: Recovery Of Payment Orders, Recording Of Free Remittances And Submission Of Waiver Of Debts; - Archiving Of Documents, Including Digital Data; - Legal Support For The Region; - Support, Information, Training For The Region, Training Institutes And/Or Learners And Future Learners; - Transmission And Restitution To The Region Of Physical And Financial Data During The Instruction Periods And At The End Of Each Campaign; - Ensure The Visibility Of The Pays De La Loire Region In Communication With Training Institutes As Well As Learners And Future Learners. All Of These Services Will Be Carried Out While Respecting The Security And Confidentiality Of Information. The Pays De La Loire Region Provides The Holder With The Intervention Credits Necessary To Carry Out Their Mission. The Entire System Must Be Operational Within 2 Months Following The Launch Meeting.
