Expression of Interest are invited for Somalia: Qualitative Assessment of District Formation Lessons Description: The World Bank requires a research firm with extensive experience conducting qualitative research in Somalia to conduct a short assessment on the dynamic patterns of district formation and document practical lessons from development partner support for the establishment of legitimate district councils and district governments. The study will involve a desk review of secondary sources to map stakeholders active in district formation processes and consolidate lessons, qualitative data collection via focus group discussion and key informant interviews, and preparation of a short report. The typology for district selection and proposed districts in each FMS are included in the TOR. The assessment is a case study in a broader study on process legitimacy in four countries.
