Fma, On Behalf Of The Norwegian Armed Forces, Will Enter Into A Framework Agreement For The Acquisition Of A Counter Unmanned Aerial System (C-Uas), With The Ability To Detect, Identify, Engage And Neutralize Threats Carried Out Through The Air (Uas Class 1). A C-Uas Must Consist Of A Command And Control System (K2 System), Sensors And Effectors (Kinetic And/Or Non-Kinetic), With Necessary Integrations With The Norwegian Armed Forces Command And Control Systems. In Addition, A Service Agreement Must Be Entered Into To Support The System. The Competition Is Two-Part, Where (1) The First Phase Is A Prequalification Of The Providers, With A Deadline For Applying For Participation. Bidders Who Have Been Qualified Will Be Evaluated According To Stated Selection Criteria And Ranked Accordingly. Based On The Ranking, Fma Will Make A Draw Down Where The 5-10 Best Tenderers Will Be Offered To Participate In (2) Second Phase Of The Competition. In The Second Phase Of The Competition, The Tenderers Will Be Sent Complete Tender Documents And Invitation To Submit Tenders On Fmas Detailed Requirements For The System And Components, As Well As Fmas Starting Point For The Upcoming Negotiations. After The Offer Deadline Has Expired, Fma Will Evaluate All The Offers According To The Evaluation Criteria That Are Stated If In Phase 2. The Three (3) Best Tenderers Must Then Enter Into A Security Agreement With Fma And Will Be Invited To Participate In Negotiations And Compete For The Award Of The Framework Agreement.
