Expression of Interest are invited for Public Financial Management (PFM) Assessment at the District Level in Somalia The Expression of Interest (EOI) seeks qualified consultants to conduct a comprehensive Public Financial Management (PFM) assessment at the district government level in Somalia. The primary objective is to establish a baseline understanding of current fiscal management practices, identify system strengths and weaknesses, and provide a roadmap for introducing formal intergovernmental fiscal transfers. This assessment will focus on key areas such as capacity development, urban governance, and political economy analysis, with an emphasis on enhancing fiscal decentralization, improving revenue generation, and addressing fiscal pressures faced by district governments, particularly in urban centers. The assessment will also include a detailed review of existing PFM systems, such as budgeting, procurement, and auditing, while assessing institutional capacities and accountability mechanisms. The assessment will also cover the integration of climate resilience into fiscal planning and service delivery. The final deliverables will provide a set of prioritized recommendations to support PFM reforms and strengthen the overall governance framework at the district level.
