Technical Control Services – Agreement On Nobo And Assessor Services For Overhalingspor Kalvebod. The Ordering Party Offers A Contract Regarding Assistance As A Safety Assessor And As A Certified Notified Body (Nobo) In Accordance With The Interoperability Directive In Connection With The Establishment Of An Overhauling Track At Kalvebod In Copenhagen. The Main Services Of This Tender Are The Following: 1) Delivery Of Assessor Services Within Railway Subsystems Related To Constructions, Tracks And Traffic Flow, And 2) Delivery Of Nobo Services Within Railway Subsystems Related To Constructions, Tracks And Traffic Flow. The Services Include Both New And Existing Facilities. The Folketing Adopted D. 4 April 2024 Act On Upgrading The Øresund Railway (Law No 328 Of 09/04/2024), In Which It Has Been Decided That Two Overtaking Tracks Must Be Built At Kalvebod In Copenhagen. A/S Øresund Has Been Tasked By The Ministry Of Transport With Carrying Out The Project For Overhalingsspor Kalvebod. Several Feasibility Studies Have Been Carried Out So Far, And Material Relating To This Is Available At Https://Sundogbaelt.Dk/Forbindelser/Overhalingsspor/. The Purpose Of The Project Is To Establish A Facility Consisting Of Two Overtaking Tracks For Freight Trains Between Kalvebod And Ny Ellebjerg. A Project Proposal (Programme Phase Report) Has Been Drawn Up, See Appendix 1A. The Overall Project Overhalingsspor Kalvebod Is Divided Into Two Sub-Projects (Sub-Project 1 And 2). Part Project 1 Is A Turnkey Contract Regarding Constructions And Facilities. Sub-Project 2 Concerns A Total Consultation For A Main Contract Regarding The Establishment Of Tracks And Running Current Systems. The Main Timetable For Subproject 1 Appears In Appendix 1B, And The Main Timetable For Subproject 2 Appears In Appendix 1C. The Project, Which Must Be Assessed, Includes Preparation For Tender, Tender, Design, Execution, Commissioning And Handover To A/S Øresund. The Project Will Have An Expected Duration From 2025 To 2028. The Assessor And Nobo Services Under The Tendered Agreement Generally Consist Of The Following: 1) Assessors Service: The Assessors Task Is, Through Commenting On The Projects Processes And Security Documentation, To Ensure That The Project Can Achieve The Necessary Commissioning Permits. From The Conclusion Of The Contract, The Assessor Assumes Responsibility For The Assessment Of The Project And The Associated Work Process, The Assessors Deliverables, As Well As Critical Deadlines And Milestones During The Assessment, Until All Projects Are Completed. 2) Nobo Performance: Nobo Must Verify That Tsi Requirements For The Project Are Met Cf. The Scope Of Tsi Requirements Agreed With The Danish Transport Authority That Must Be Met. Nobo Must Document That The Project Meets The Relevant Tsi Requirements And Issue A Tsi Verification So That The Project Can Obtain The Necessary Commissioning Permits. From The Conclusion Of The Contract, Nobo Takes Over The Responsibility For Tsi Verification Of The Project And The Associated Work Process, Nobos Deliveries As Well As Critical Deadlines And Milestones During The Verification, Until All Projects Are Completed.
