BACKGROUND In Guatemala, Honduras and El Salvador, workers organizations, as well as grassroots groups of civil society organizations (CSOs) focused on labor rights, face multiple significant challenges. These include the limited availability of opportunities for technical assistance, which restricts their ability to develop skills and strengthen their work. These obstacles particularly affect those in remote rural areas and those representing vulnerable populations and excluded communities, limiting their effectiveness and sustainability in defending labour rights. The "Collective Labor Action" Project, implemented by the Pan American Development Foundation (PADF) thanks to the support of the U.S. Department of Labor (USDOL), is a four-and-a-half-year initiative (2021-2026) that seeks to contribute to increasing the participation of indigenous, Afro-descendant, and Garifuna organizations in the prevention of child labor. forced labor and unacceptable working conditions in Guatemala, Honduras, and El Salvador. It also seeks to improve the promotion of better working conditions for these groups, promoting social dialogue and encouraging collaborative action in the territory, while promoting gender and ethnic equality. To achieve this collaborative action, it is necessary that the key actors in the territory, such as the government and the private sector, are active in the promotion and defense of the rights of workers. In this regard, and thanks to the Agreements of Understanding that PADF has with the Ministry of Labor and Social Security in Guatemala (MINTRAB), the Ministry of Labor and Social Security in Honduras (SETRASS) and the regional offices of the Ministry of Labor and Social Security (MTPS) in El Salvador, it has been planned to carry out training for Labor Inspectorate personnel who are stationed in the areas of intervention of the project or in surrounding areas that have a significant impact, have an impact or are closely related to the areas of intervention of the project. In the case of Guatemala, this includes inspectors and departmental labor delegates located in the departments of the northeastern part of the country, Alta Verapaz, Baja Verapaz, Chiquimula, El Progreso, Jalapa, Zacapa, Petén and Izabal. As well as the labor inspectors located in the departments of Colon, Atlántida and Cortes in Honduras. In the case of El Salvador, it would cover inspectors stationed in the paracentral (La Paz, Cuscatlán, Cabañas and San Vicente) and western (Ahuachapán, Santa Ana and Sonsonate) areas of the country. Each training involves a number of close to 60 people and is scheduled to take place between February and March 2025, for which it is necessary to have the methodological proposal for these workshops designed and approved in January 2024. These TDRs are framed in Result 2. Improving the enabling environment for CSOs and OTs. SO 2.2 Increased level of engagement between CSOs and OTs with government, the private sector, and other stakeholders. Result 2.2.6 Increased collaborative actions between government agencies, CSOs and OTs to address LC, FL and/or OCIT, specifically in relation to strengthening capacities in the identification and attention of risks related to IT, TF and OCIT, establishment of care protocols and support for vulnerable populations. 2. OBJECTIVES General Objective: To strengthen the capacities of labor inspection personnel in Guatemala, El Salvador and Honduras in the best practices for detecting situations of risk of child labor, forced labor or other unacceptable working conditions in the productive sectors located in the areas of intervention of the ACL Project. Specific objectives: Develop a methodology that contains, among other things, inspection tools and protocols for the training of labor inspectors in Guatemala, Honduras, and El Salvador in the detection of child labor, forced labor, and other unacceptable conditions of employment. Design a curricular framework that also addresses aspects such as work ethics for labor inspectors, occupational health and safety, with a focus on gender and racial equity. Train the staff of the governmental labor institutions of the three countries by applying the designed methodology and evaluation strategies. 3. DESCRIPTION In conversations held with MINTRAB in Guatemala, SETRASS in Honduras and MTPS in El Salvador, the importance of constant training and education of labor inspection personnel was placed on the agenda. Both institutions recognize that their staff needs to be strengthened in skills to detect child labor, forced labor, as well as other unacceptable conditions of employment, including occupational health conditions and other competencies that will improve the effectiveness of these institutions interventions. This need is particularly felt in the field of agricultural work. For this reason, the ACL project and PADF want to support the strengthening of these units within these government secretariats. To carry out these activities, training with content distributed over two modules, each lasting two days, has been planned in each of the countries; making a total of 2 trainings per country. A 2-day working day is planned each month per country. In the case of Guatemala, the departments included are Alta Verapaz, Baja Verapaz, Chiquimula, El Progreso, Jalapa, Zacapa, Petén and Izabal and the number of people is 58. The outstanding productive activities in the department are manufacturing industries, construction, mining and quarrying, electricity, gas and air conditioning supply, wholesale and retail trade; repair of motor vehicles and motorcycles. The trainings will be held in the department of Zacapa due to its geographical location. For Honduras, the departments included are Cortes, Atlántida and Colón and the number of people is 60. The outstanding productive activities in the department are agriculture, fishing, textiles, informal trade and tourist activities. The trainings will be held in the City of San Pedro Sula, Cortes, the city where the regional offices of the government entity are located. In El Salvador, the department of La Paz has an economy based on crops such as sugar cane, coffee, corn and fruits. In addition, there is a large presence of beach tourism services. Ahuachapán, on the other hand, stands out for the production of high-quality coffee, sugar cane and basic grains. Livestock involves cattle, pigs and poultry for the national market. In the industrial sector, the production of geothermal energy and the processing of coffee and sugar stand out. The trainings would be held in San Salvador, which is the intermediate point between the two territories. Some of the topics involved in these trainings are the following: Best practices for the detection of child labor, forced labor, and other unacceptable conditions of employment, including occupational health and safety risks. Likewise, the curricular framework must include other aspects such as work ethics for labor inspectors, with a focus on gender and racial equity, among others. The person or entity responsible for this consultancy must design the methodology and pedagogical tools and provide the corresponding training. The training processes are expected to take place between January and March 2025. It is recommended to include in the economic offer a proposal of international mobilization costs and travel expenses for the stay in the municipalities of Zacapa, Guatemala; San Pedro Sula, Honduras and San Salvador, El Salvador. The ACL team will include accommodation arrangements in these locations and internal mobilization in each country for the consultant. The person or entity responsible for this task will have the technical support of project personnel stationed in Guatemala, Honduras and El Salvador, particularly regional specialists and project management. The logistical aspects of the workshops (food, lodging, transfers of the participants), as well as the call to the attendees, is carried out by PADF. 4.
