1. The Subject Of The Order Is A Service Consisting In The Development Of A General Plan For The Chełm Commune, Referred To In Art. 13A Of The Act Of March 27, 2003 On Spatial Planning And Development (Consolidated Text: Journal Of Laws Of 2024, Item 1130, As Amended) [Hereinafter Referred To As The Spatial Planning Act] And Participation In Activities Related To The Preparation And Adoption Of A General Plan. 2. The Scope Of Services Includes In Particular: 1) Carrying Out An Urban Inventory And Assessing The Existing State Of Development. 2) Preparing An Ecophysiographic Study. 3) Preparing Formal And Legal Documents Required By Law Related To The Preparation Of A Draft General Plan (Draft Announcements, Draft Notices, Notices). 4) Analyzing Applications Submitted By Natural And Legal Persons And Those Submitted By Authorities And Institutions, Including Preparing A List Of Applications And Preparing Proposals For Their Consideration Along With Justification, As Well As The Possible Development Of A List Of Responses To The Bodies And Institutions Specified By The Act And Other Institutions And Units Informed About Joining The Plan. 5) Participation In Public Consultations Regarding The Draft General Plan In Accordance With Art. 8I Of The Act On Spatial Planning And Development With The Inhabitants Of The Chełm Commune And Providing Appropriate Information And Explanations.6) Preparation Of A Draft General Plan Along With Justification And Forecast Of The Impact On The Environment.7) Participation In Meetings Of The Municipal Architectural And Urban Planning Commission.8) Participation In Meetings, Meetings, In The Event Of Circumstances Justifying Providing Explanations Or Reporting The Need For Such Explanations, In Particular When Agreeing And Giving Opinions On The Draft General Plan With Units Indicated In The Legal Provisions.9) Preparation Of An Analysis Of The Comments Submitted To The Draft General Plan Together With A Proposal For Their Resolution And Possible Introduction Of Corrections To The Draft General Plan.10) Preparation Of A Report Summarizing The Course Of Public Consultations.11) Correction Of The Draft General Plan In Connection With The Comments Submitted To Draft Plan With Comments And Preparing A Version For Adoption.12) Presentation Of The Draft General Plan With Annexes To The Standing Committees Of The Chełm Commune Council And Participation In The Session Of The Commune Council Chełm Adopting The General Plan, If Necessary. 13) Preparation Of The Summary And Justification Referred To In Art. 42 And Art. 55 Section 3 Of The Act Of October 3, 2008 On The Provision Of Information On The Environment And Its Protection, Public Participation In Environmental Protection And On Environmental Impact Assessments (Journal Of Laws Of 2024, Item 1112).14) Preparation Of The Formal And Legal Process Planning Works, To The Extent Required By The Voivode In Order To Assess Compliance With The Law.15) In The Event Of Repeating The P
