Expression of Interest are invited for Supporting Fire Risk Management in Albania 2. Objective of the Assignment This Consultancy will provide technical inputs to the World Bank team related to developing recommendations and an action plan for strengthening fire risk management in Albania. This includes performing assessments of current policies, institutional frameworks, fire prevention and suppression practices, infrastructure, equipment, and human capacities. 3. Scope of Work The consultancy will involve, but is not limited to, the following tasks: Conducting a gap analysis of Fire Protection and Rescue Services (FP&RS) in Albania. Developing a comprehensive action plan for enhancing fire risk management. Assessing existing infrastructure and equipment and recommending improvements. Reviewing legal and policy frameworks and suggesting enhancements. Identifying training needs and developing capacity-building initiatives. Providing inputs to Technical Assistance ToRs to be implemented in subsequent projects. Conducting an analysis of current mechanisms to fight wildfires, institutional coordination for wildfires and community engagement mechanisms, and providing recommendations for increasing Albanias capacity to combat wildfires.
