1. The Subject Of The Order Is The Provision Of A Service Consisting In Preparation Of A General Plan Of The Cybinka Commune. The Study Area Covers Approximately 28,000 Ha.2. The Scope Of The Subject Of The Order Includes In Particular: 1) Preparation Of Spatial Data For The General Plan In Accordance With Art. 67A Of The Act On Spatial Planning And Development (Consolidated Text - Journal Of Laws Of 2024, Item 1130) And The Regulation Of The Minister Of Development And Technology Of October 26, 2020 On Spatial Data Sets And Metadata In The Field Of Spatial Development (Journal Of Laws Laws Of 2020, Item 1916, As Amended);2) Preparation Of The Necessary Analyses, Forecasts, Balance Of Areas Intended For Development; 3) Carrying Out An Urban Planning Inventory And Assessing The Existing State Of Spatial Development Of The Cybinka Commune In Order To Determine The Demand For New Development And The Absorption Capacity Of Undeveloped Areas In Planning Zones Referred To In Art. 13C Section 2 Points 1-3 Of The Act Of March 27, 2003 On Spatial Planning And Development; 4) Substantive Preparation Of Formal And Legal Documents, Draft Letters, Notices, Notices And Announcements Resulting From Art. 13I Of The Act On Spatial Planning And Development (Together With Draft Planning Documents In Electronic Version In The Amount Necessary To Carry Out The Procedure); 5) Conducting A Strategic Environmental Impact Assessment For The Draft General Plan In Accordance With The Provisions Of The Act Of October 3, 2008 On Making Available Information About The Environment And Its Protection, Public Participation In Environmental Protection And Environmental Impact Assessments (Journal Of Laws Of 2024, Item 1112), In Including: A) Obtaining Agreement On The Scope And Level Of Detail Of Information Contained In The Environmental Impact Forecast, B) Preparing The Environmental Impact Forecast Of The Draft General Plan Of The Cybinka Commune, Containing A Signed Declaration Of The Author Referred To In The Above-Mentioned Act, C) Preparing A Justification Together With A Summary Referred To In The Provisions Of The Act On The Provision Of Information On The Environment And Its Protection, Public Participation In Environmental Protection And On Environmental Impact Assessments;6) Preparation Of A List Of Applications Submitted To The Draft General Plan Together With A Proposal For Their Consideration And Substantive Justification;7) Preparation Of A Draft General Plan (Text And Graphic Part), In Accordance With The Provisions Of The Act Of March 27, 2003 On Spatial Planning And Development, Uniform Text - Journal Of Laws Laws Of 2024, Item 1130), And In Particular With The Provisions Of Art. 13A - 13G, As Well As The Implementing Regulations To This Act, Including The Regulation Of The Minister Of Development And Technology Of December 8, 2023 On The Draft General Plan Of The Commune, Documenting Planning Works In The Scope Of This Plan And Issuing Extracts And Drawings Fr
