About Transparency International - Lebanon (TI-LB) Transparency International Lebanon (TI-LB) is Lebanons leading advocate for transparency, accountability, and good governance. Since 1999, TI-LB has been on the front lines of the fight against corruption, working to strengthen institutional integrity across Lebanons public and private sectors. As the national chapter of Transparency International, we believe in more than just envisioning a corruption-free societywe are actively making it happen by driving change, empowering citizens, and holding institutions accountable. With a people-centered approach, TI-LB tackles corruption from multiple angles, guided by a robust Impact Matrix that emphasizes three core areas: Policy & Institutional Change, Behavior Change, and Awareness & Outreach. Project Background Funded by the German Government and European Union through GIZ, the Asset Recovery in Iraq project aims to contribute to the effective implementation of asset recovery processes in Iraq. To achieve this objective, the project will work to strengthen the capacities of Iraqi public officials in understanding and engaging with asset recovery frameworks, mechanisms, and processes, including identifying and addressing gaps. By enhancing the knowledge and capabilities of these key stakeholders, the project enables them to actively participate in and support the asset recovery efforts, thereby facilitating the achievement of the projects overarching goal. 3. Scope of Work TI-LB is seeking an Instructional Design Consultant to develop a comprehensive, evidence-based curriculum/training guide on asset recovery and financial investigations. This curriculum will provide a solid base and structure for capacity building trainings aimed at public servants in Iraq, as part of the Asset Recovery in Iraq project. Furthermore, the curriculum should be designed with a strong emphasis on practical application, focusing on real-world scenarios and hands-on techniques rather than theoretical concepts. The primary objective of the training curriculum/guide is to educate and equip public servants with a thorough understanding of asset recovery and financial investigation processes. The curriculum will encompass two key thematic areas: Asset Recovery End-to-End Process Enhancement and Financial Investigations. Duration: The contract duration will be from December 2024 through April 2025. The Instructional Design Consultant (IDC) is expected to commit to an initial in-person workshop in Iraq for five days in December 2024, working closely with the trainers in preparation for the project. Additionally, the IDC is requested to attend two five-day training sessions in the first quarter of 2025. Following the initial workshop, the IDC will allocate the time to developing the Asset Recovery and Financial Investigations training curriculum/guide. This content will be crafted based on input from the trainers, feedback from participants, and collaboration with the TI-LB team. Further details on the timeline will be shared as the project progresses and once scheduling needs are confirmed. Targeted Impact: The training curriculum developed by the Instructional Design Consultant aims to fill the gap in existing guidance and educational materials by integrating global standards and best practices in asset recovery and financial investigation into a comprehensive training syllabus. This curriculum should be adaptable for implementation in Iraq and can also be replicated in other countries. The primary target audience is Iraqi public officials, who will benefit from tailored content that addresses the specific challenges and opportunities within the Iraqi context. The ultimate goal is to enhance the capacity of Iraqi officials to effectively engage in asset recovery processes and enhance their ability to tackle financial crimes. Training Curriculums Format: The Consultant is responsible for developing a comprehensive training curriculum that outlines the steps, techniques, and processes to be used in the asset recovery and financial investigation training program. Additionally, the curriculum should include a list of required readings and relevant resources. The curriculum may cover, but not limited to, the following key themes: Asset recovery end to end process enhancement: o Enhanced processes of tracking, freezing & confiscation; o Enhanced methodologies of profiling organizations, persons and searchability of maps and geolocations; o Enhanced negotiations techniques with the requested authorities of mutual legal assistance; o Mutual legal assistance request mechanism enhancement and international best practices Financial Investigation: o Promotion of financial investigations techniques; o Investigations procedures for embezzlement and financial fraud; and o Investigations techniques of corruption crimes. Duties and Responsibilities: The selected Consultant will be tasked to: Develop and lead an initial 5-day preparatory workshop with the trainers team, aimed at setting the learning objectives, outline, and agenda of the upcoming training sessions. Develop a comprehensive, evidence-based curriculum on asset recovery and financial investigations, integrating global standards and best practices. Tailor the curriculum content to the Iraqi context while making it adaptable for use in other countries. Attend 2 5-day workshops in Iraq during which the training curriculum will be tested. Incorporate feedback from the trainers, participants, and TI-LB throughout the curriculum development process to ensure quality and relevance. Ensure that the training curriculum is drafted in a format suitable to be designed for digital publication and distribution via TI-LBs School of Governance website. List of Deliverables: Design and facilitate a 5-day workshop agenda with the trainers aimed at setting the learning objectives, outline, and agenda of two 5-day training workshops on Asset Recovery and Financial Investigation. Develop a comprehensive, evidence-based curriculum on asset recovery and financial investigations, ensuring it integrates global standards and best practices. 4. Required Competencies: General Requirements: Demonstrated experience in curriculum development and training material compilation, with a preference for prior experience in the subject matter. Basic understanding of asset recovery and financial investigations processes. Knowledge of international best practices in asset recovery, anti-corruption efforts, and financial investigations. Fluent in English, with high preference for Arabic (written and spoken). Must be available to travel to Iraq for the preparatory meeting and training sessions. Context/Specific Skills, Knowledge, and Experience: Proven track record in developing similar training curriculum successfully. Selection Criteria: Relevance to required competencies (professional experience and proven track record). Relevance of proposed methodologies of training curriculum. Strong communication skills.
