The Ordering Party Does Not Allow The Submission Of Partial Offers. The Ordering Party Did Not Divide The Order Into Parts Due To The Fact That Such A Division Would Result In Excessive Technical Difficulties And Excessive Costs Of Contract Execution. The Subject Of The Order Constitutes A Whole. Therefore, The Failure To Divide The Order Was Dictated By Technical And Organizational Reasons, The Nature Of The Subject Of The Order And The Terms Of The Warranty. Any Division Of The Contract Into Lots Would Not Increase Competitiveness In The Small And Medium-Sized Enterprises Sector - The Scope Of The Contract Is Typical, Enabling Contractors From The Group Of Small And Medium-Sized Enterprises To Submit An Offer. According To Recital 78 Of The Directive, The Contracting Authority Should Be Obliged To Consider The Advisability Of Dividing Contracts Into Lots, While Retaining The Freedom To Make Autonomous Decisions On Any Basis It Considers Appropriate, Without Being Subject To Administrative Or Judicial Supervision.
