Tenders are invited for Evaluation of ActionAID DRC Country Strategy Paper (2021-2025) and Transitional Plan Development. Scope of Work The scope of this consultancy includes the following tasks: 4.1 Review of the Current CSP (2021-2025) Conduct an impact evaluation of key outcomes and results achieved under the CSPs strategic priority areas. Assess the alignment of the CSP with ActionAid Internationals mission, national policies, and global frameworks, such as the Strategic Implementation Framework (SIF II). Evaluate the CPss progress with reference to the 4 organizational priorities. Identify gaps, challenges, and areas for improvement, as well as lessons learned to inform future strategies. 4.2 Development of a Transitional Plan Develop a transitional plan that addresses: Programmatic gaps identified during the review. Strategies to maintain donor relationships during the transition. Risks and challenges, including mitigation strategies. A roadmap that outlines key actions and milestones necessary for a smooth transition to the new CSP (2026-2030). Provide strategic recommendations for ensuring continuity of programs and operations in the interim period.
