It Services: Consulting, Software Development, Internet And Support – Offer Of An Agreement For The Acquisition, Implementation And Maintenance Of A New Driving License Register. As Part Of The Transfer Of Responsibility From The Ministry Of Justice To The Ministry Of Transport With Effect From 1 October 2021, The Swedish Transport Agency Has Taken Over Responsibility For The Driving License Area, Including The Danish Driving License Register, From The National Police. The Swedish Transport Agency Will Be Both System Owner And Business Manager. This Means That The Legal, Technical And Commercial Responsibility For The Driving License Register Is Anchored In One Authority. This Tender Concerns The Acquisition And Implementation Of A New Driving License Register (Nkr), Including Development Of Microservices, Design Of Data Model, Data Validation, Documentation, Integrations And Interfaces, Design Of User Interface For The Swedish Transport Agency, Migration From The Existing Driving License Register (Crk), Testing, Hypercare And Training As Well As Application Operation, Support, Maintenance And Further Development. Nkr Must Be Supported By Open Standards For Data Exchange And Help Create A Solid Foundation And Starting Point For The Further Digitization Of The Drivers License Area And Realization Of The Initiative On Digitization Of The Drivers License Area In The Joint Public Digitalization Strategy 2022-2025. The Purpose Of Nkr Is I) Registration, Storage, Posting, Handling And Exchange Of Information Regarding Driving Rights In Denmark, Ii) Issuing Documentation For Driving Rights In Denmark And Iii) Supporting The Tasks Of Relevant Authorities In The Field Of Driving Licences, By This Means Information On Driving Rights And Driving Licences, Which Are Historical, Current, Temporary, Disclaimed, Withdrawn And Expired. The Business Processes And The Functionality Applicable To Nkr Are Described In More Detail In Appendix 3 Of The Tender Documents. The Customer Expects That There Will Be 300 Users Who Will Use The Solution, Of Which 10-20 Selected Users With Special Rights. In Addition, Approx. 2,000 Users Who Use The Driving License Register Through Interfaces From Other Systems. Nkr Is To Be Established On The Swedish Transport Agencys Digital Platform (Ddp), A Container Orchestration Platform Operated By The States It. Nkr Must Then Consist Of A Number Of Microservices That Together Realize The Solutions Functionality And Which Comply With The Api Gateway Microservice Architecture As Well As Requirements For Standardized Documentation, Cf. The Development Manual And The Service Manual, Cf. Appendix 4 Of The Tender Documents. Nkr Is Business-Critical For The Swedish Transport Agency, The Police And The Municipalities Citizen Service, But Not Critical Infrastructure. Nkr Must Be Built As An Authoritative Register And All Sources That Help To Ensure That Information About Driving Rights Is Correct Must Be Directly Integrated.
