Expression of Interest are invited for Technical Consultant for Uzbek Pumps Energy Efficiency PPP Project The Government of Uzbekistan (GoU) intends to modernize and implement energy efficiency measures across 400 water pumping stations (PSs) across the country in partnership with private sector partners to be selected through a competitive bidding process. The Ministry of Water Resources of Uzbekistan (MoWR) and the Ministry of Economy and Finance of Uzbekistan (MoEF) (both Clients) have requested IFC to act as lead advisor and provide transaction advisory support in structuring and implementation of a Public-Private Partnership (PPP) for the modernization of up to 200 PSs including selection of private sector partner(s) to design, build, finance, operate and maintain the Project under a long-term agreement with the Clients (the Project). As part of its role as lead advisor for the PPP Transaction, IFC will appoint a technical consultant (the Consultant) to support the implementation of the Project. The Consultant shall support IFC and the Clients with conducting technical, commercial and environmental and social (E&S) due diligence to identify the interventions required to modernize / rehabilitate the PSs, implement energy conservation and climate resilient measures to reduce energy consumption, structuring of the Project and throughout the tender process, until qualified private sector partners are selected for the Project and the PPP agreement is executed between the Clients and the private sector partners. Scope of Work The Consultant will work under the coordination and supervision of IFC as Lead Transaction Advisor and is expected to notably perform the following tasks: - Review of the existing PSs to assess the current condition / status - Identify the modernization / rehabilitation requirements, energy conservation and climate-resilient measures and the resultant potential reduction in energy consumption - Assess the project cost and viability of the project - Undertake E&S due diligence - Identify and assess project related risks, including climate change, and propose an appropriate PPP framework for the Project; - Support the Legal Consultant by providing technical inputs in preparation of the bid documents; - Assist IFC and the Clients in marketing the transaction to potential investors, revising and adapting tender documentation and supporting throughout the tender process until qualified private sector partner(s) for the Project are selected and the Project reaches commercial close (execution of the PPP Agreement).
