Expression of Interest for Recruitment of Project Annual Environmental Auditor for the Renewable Energy for Electrification in Liberia. The Eligibility criteria for the establishment of the short-list and the selection procedure shall be in accordance with the African Development Banks Procurement Policy for Bank Group Funded Operations, dated October 2015 which is available on the Banks website at http://www.afdb.org. Furthermore, the Borrower is under no obligation to shortlist any consulting firm who expresses interest. The shortlisting criteria includes but not limited to Qualifications, Experience, and Competencies of firm(s) capability. The consultancy firm must be legally registered in Liberia with minimum of 10 years of documented experience in environmental and social audits and compliance assessments. The firm must hold valid accreditation from the Liberia Business Registry and the Environmental Protection Agency (EPA) of Liberia, with certificates of accreditation provided. The firm must have successfully completed at least three projects funded by local government agencies or international partners such as AfDB and the World Bank within the past five years, with project details and client references available. The firm must demonstrate knowledge of Liberias regulatory frameworks and international standards, having addressed at least three community-specific issues (e.g., stakeholder engagement, community health and safety, grievance redress mechanisms) in past projects, with documented case studies. The firm must have a local office in Liberia and the ability to mobilize at least five qualified staff members for fieldwork and stakeholder engagements, with staff CVs and mobilization plans provided. The firm should have established relationships with at least three local communities, government authorities, and other stakeholders, with letters of support or references from these entities. The firm must have technical resources and expertise, including a structured project management approach and an internal quality assurance system, with examples of past implementation and quality control procedures documented.
