The Object Of The Public Procurement Is The Provision Of Services, Within The Meaning Of Art. 3, Para. 1, Item 3 Of The Civil Code. Bulgaria Heli Med Service Ead Falls Within The Scope Of The Law On Public Enterprises And The Regulations For Implementation Of The Law On Public Enterprises (Ppzpp). Art. 28, Para. 1, Item 1 Of The Pppppp Introduces A Requirement For Public Enterprises With A Balance Sheet Value Of Over Bgn 3,000,000 To Use The Services Of At Least 4 Credit Institutions, And The Legislator Did Not Introduce A Maximum Threshold For The Number Of Credit Institutions, Thus Enabling The Contracting Authorities, In Compliance With The Principles Of The Zop, To Reduce The Risk, To Achieve Better Economic Profitability, And To Have Physical Accessibility Near The Branches/Offices Of The Credit Institutions. The Procedure Is In Fulfillment Of The Requirements Of Art. 28, Para. 3 Of The Regulations For The Implementation Of The Law On Public Enterprises /Ppzpp/, Adopted With Pms No. 85/30.04.2020 And Is For The Selection Of A Contractor For The Provision Of Financial Services By Financial Or Credit Institutions Within The Meaning Of The Law On Credit Institutions For The Needs Of Bulgaria Heli Med Service Ead, With Which To Achieve An Increase In Transparency And Efficiency In The Management Of The Companys Funds, In Accordance With The Rules For Selecting A Contractor For The Provision Of Financial Services By Credit Institutions In Compliance With The Requirements For Risk Management, Accessibility And Economic Benefit. Contracts For The Award Of The Public Contract May Be Concluded With The Participants Ranked Up To The 5Th Place Inclusive, In Connection With Compliance With The Concentration Rules, According To Art. 28 Of The Regulations For The Implementation Of The Law On Public Enterprises. The Contracting Authority Has No Obligation To Assign The Performance Of All Services Included In The Subject Of The Public Procurement, But Only Reserves The Right To Assign Them Depending On The Need. The Contracting Authority May Assign To Each Of The Selected Contractors The Performance Of Services Specified In The Technical And Price Proposal, Within The Estimated Value Of The Public Procurement. The Contracting Authority May Assign To Each Of The Contractors Within The Estimated Value Of The Public Procurement, Execution And Other Types Of Services, Beyond Those Specified In The Technical And Price Proposal In Accordance With The Banks General Terms And Conditions And/Or The Banks Tariff For Fees And Commissions For Customer Services For Legal Entities/Corporate Clients And/Or The Banks Interest Bulletin For Legal Entities/Corporate Clients.
