B- the Second Envelope: Contains the Technical Offer and Specifications and may not Include Any Prices, Reservations, Legal or Financial Conditions, and None of Them shall be Taken into Account if They are Included, and only One Offer shall be Accepted from One Bidder, and the Offer must not Include More than One Option under Penalty of the Offer being Rejected - the Technical Offer must Include All Documents Required in the Technical Specifications Book, and All Documents must be Stamped with the Bidders Seal, and Any Document that does not Meet this Condition shall be Rejected. The Last Date for Submitting Offers is until (13:30) on (Sunday) Corresponding to 10/11/2024 Ad, and No Offer will be Accepted after the Specified Date. Insurances: A- Temporary Insurances: - Temporary Insurances are Set at an Amount of /143,345,000/ Syrian Pounds only, One Hundred and Forty-Three Million, Three Hundred and Forty-Five Thousand Syrian Pounds, and are Submitted by Certified Check or Bank Guarantee Issued by Acceptable Banks According to the Regulations in Force in Syria, Provided that it is Stated that it is Submitted to Guarantee the Seriousness of the Offer and is Submitted within the Specified Period for Submitting Offers with the Fees Due on the Temporary Guarantees, Which are: (50,000 Syrian Pounds) Financial Stamp Fee - (5000 Syrian Pounds) Addition of the National Contribution for Reconstruction Due on the Financial Stamp Fee - (2500 Syrian Pounds) Local Administration Fee Due on the Financial Stamp Fee. - in the Event of Dividing the Offer, the Bidder must Submit the Temporary Insurances Specified for the Single Item Stipulated in the Legal and Financial Conditions Booklet, and Less than the Specified Temporary Insurances will not be Accepted from the Bidder if the Bidder Submits Part of the Single Item. - each Item in the Purchase Request that has a General and Special Classification is Considered a Separate Commitment from the Other Item. B- Final Guarantees: - the Contractor is Obligated to Submit the Final Guarantees by Certified Check or New Guarantee Issued by Banks Accepted in Accordance with the Regulations in Force in Syria or Reinforced by Him by (10%) Ten Percent of the Value of the Pledge, Stating that it is Provided as a Guarantee to Provide the Materials and Properly Implement the Contract (Mention the Contract Number and Date) and the Guarantee shall be in the Name of the Contractor Himself and the Expenses of this Guarantee or its Reinforcement shall be Borne by the Second Party (the Nominated Contractor), Provided that it is Submitted to the Administration within a Period not Exceeding Seven Days from the Date of Notification of the Referral of the Pledge to Him and before Signing the Contract Based on Article /52/ Paragraph /a/ of Law /2/ of 2022 Ad. - the Nominated Contractor must Sign the Contract within a Period not Exceeding Seven Days from the Date of Notification of the Referral to Him, and in the Event of His Non-Attendance or Refusal to Sign the Contract in Accordance with the Provisions of the Legal and Financial Conditions Book and His Accepted Offer, the Submitted Guarantees shall be Confiscated and Compensation shall be Claimed for the Actual Damage and Loss. - the Final Guarantees shall be Returned to Their Owners after Submitting the Guarantees for the Technical Guarantee. - Any Conditional Guarantee, Whether Temporary or Final, that does not Comply with the Official Text in Force in the Syrian Arab Republic shall be Rejected. C- Technical Guarantee Guarantees: - the Contractor shall Provide Technical Guarantee Guarantees Equivalent to (10%) of the Total Contract Value by Means of a Certified Check, Guarantee or Transfer, Noting that the Technical Guarantee shall be for a Period of (Six Months) and shall be Returned after the End of the Technical Guarantee Period and after a Final Technical Receipt Report is Prepared if the Contractor does not Incur Any Obligations that Require its Seizure, Deduction or Extension of its Validity, According to Article 50, Paragraph (a) and Article 51, Paragraph (C) of Law No. 2 of 2022. Contract Implementation Period: (60 Days) Starting from the Day following the Contractors Notification of the Order to Commence Implementation.
