Tenders are Invited for Execution of Works Repair Costs for Equipment / Chinese Excavator and Filler 600xcmg-Lw Number /114971/ during the Year 2024 Engineering and Chemical Insurance Department Announces a Request for Proposals for the Third Time The Chairman of the Contracts and Tenders Committee in the Engineering and Chemical Insurance Department Announces the Need of the Ministry of Defense - Engineering and Chemical Insurance Department to Implement Works (Repair Fees for Equipment / Chinese Drilling and Filling Machine 600xcmg-Lw No. /114971/ during the Year 2024 Ad) under an Internal Contract by Way of a Request for Proposals. 30 Those Wishing to Participate in the Request for Proposals can View the Documents Related to it (Technical Conditions Book No. /2084/ Dated 5/18/2024 Ad and Legal and Financial Conditions Book No. /84/ Dated 5/20/2024 Ad) at the Office of the Contracts and Tenders Committee in the Engineering and Chemical Insurance Department Starting from (Thursday) Corresponding to (10/24/2024 Ad). - Bids shall be Submitted to the Engineering and Chemical Insurance Administration Bureau after being Reviewed by the Chairman of the Contracts and Tenders Committee. Bids shall be Submitted in Three Sealed Envelopes and Placed in a Fourth Envelope Addressed to the Entity Specified in the Advertisement and the Subject of the Request for Bids shall be Written on it as Follows: A- the First Envelope: Contains the following: 1- Documents Proving the Availability of the Conditions Stipulated in Article 16 of Law No. 2 of 2022 and Other Required Conditions (Commercial Registry Document - Chamber of Commerce Registration Document - Non-Employee Paper from the General Registry of State Employees - Summary of Criminal Record - Declaration of Commitment to Boycott Israel - Declaration that He is not Prohibited from Entering Tenders or Contracting with Ministries or Other Public Entities or that His Funds are Seized as a Precautionary Seizure in Favor of Public Entities or an Executive Seizure - a Copy of the Id - a Document of Subscription to the Official Advertisement Bulletin). 2- a Request to Participate in the Tender Request, Affixed with the Required Stamps (a Financial Stamp Worth /100,000/Syp, a War Effort Stamp Worth /300/Syp, a Martyr Stamp Worth /200/Syp, and an Amount of /10,030/Syp in Addition to the National Contribution for Reconstruction Due on the Financial Stamp Fee and the War Effort Stamp Fee and an Amount of /5,100/Syp for the Local Administration Fee Due on the Financial Stamp Fee and the War Effort Stamp Fee). The Request Includes Mentioning the Country of Origin and the Manufacturing Company Offered by the Bidder. 3- a Statement from the Bidder that He has Reviewed the General Conditions Book and the Special Conditions Books (Legal, Financial, Technical) and the Tables of the Required Supplies or Works Related to the Tender Request and that He Accepts All the Terms and Conditions Mentioned in These Documents. 4- a Financial Receipt for Purchasing the File Worth /2000/Syp only, Two Thousand Syrian Pounds only. 5- the Required Temporary (Initial) Guarantees. 6- a Document of Membership in the Contractors Syndicate Duly Certified by the Competent Authorities in the Country. B- the Second Envelope: Contains the Technical Offer and Specifications and may not Include Any Prices, Reservations, Legal or Financial Conditions, and None of Them shall be Taken into Account if They are Included. Only One Offer shall be Accepted from a Single Bidder, and the Offer must not Include More than One Option under Penalty of the Offer being Rejected. - the Technical Offer must Include All Documents Required in the Technical Conditions Booklet, and All Documents must be Stamped with the Bidders Seal, and Any Document that does not Meet this Condition shall be Rejected. C- the Third Envelope: It Contains the Financial Offer with a Table of Individual and Total Prices as the Case may be, and it is Organized by the Offeror in a Clear Manner without Erasure, Deletion or Padding, and it may not Include Any Reservations or Legal or Technical Conditions, and None of Them shall be Taken into Account if They are Included. - the Financial Offer shall be Submitted in the following Form: M Name of Materials Country of Origin Manufacturing Company Quantity Included in the Offer Individual Price Total Value In Numbers Writing The Total Value of the Financial Offer - the Financial Offer must Also Include the following: the Companys Postal, Telegraphic and Fax Address and Po Box (Legal Address) or an Authorized Agent 0 Name of Materials and Their Individual and Total Prices Based on Ready Delivery in the Place Prepared and Designated for that 0 the Offeror is Bound by His Offer to the Administration until the Nominated Contractor is Named, Provided that this does not Exceed (Three Months) from the Date of Receipt of the Offer Unless the Offeror Accepts in Writing a Longer Period. the Duration of the Contractors Commitment to His Offer is (Six Months) Starting from the Day following the Date of Notification of the Referral Letter to Him in Accordance with the Provisions of Article /30/ of Law /2/ of 2022 Ad. The Last Date for Submitting Offers is until (13:30) on (Sunday) Corresponding to 10/11/2024 Ad, and No Offer will be Accepted after the Specified Date. Guarantees: A- Temporary Guarantees: - Temporary Guarantees are Set at an Amount of /3,250,000/ Syp only, Three Million Two Hundred and Fifty Thousand Syrian Pounds, and are Submitted by Certified Check or Bank Guarantee Issued by the Accepted Banks According to the Regulations in Force in Syria, Provided that it is Stated that it is Submitted to Guarantee the Seriousness of the Offer and is Submitted within the Specified Period for Submitting Offers with the Fees Due on the Temporary Guarantees, Which are: (50,000 Syp) Financial Stamp Fee - (5,000 Syp) Addition of the National Contribution for Reconstruction Due on the Financial Stamp Fee - (2,500 Syp) Local Administration Fee Due on the Financial Stamp Fee. - Temporary Guarantees are Returned to Those Whose Offers were not Accepted by the Tender Committee Immediately, While Those Who were not Awarded the Tender Request or were not Contracted with, These Guarantees are Returned to Them within a Week from the Date of the Disbursement Officers Approval of the Minutes of the Tender Request Session. - Any Offer not Accompanied by Temporary Guarantees will be Excluded. B- Final Guarantees: - the Contractor is Obligated to Submit Final Guarantees by Certified Check or New Guarantee Issued by Banks Accepted According to the Regulations in Force in Syria or Reinforced by Him by (10%) Ten Percent of the Value of the Contract, Stating that it is Provided as a Guarantee to Provide the Materials and Properly Implement the Contract (Mention the Contract Number and Date), and the Guarantee shall be in the Name of the Contractor Himself, and the Expenses of this Guarantee or its Reinforcement shall be Borne by the Second Party (the Nominated Contractor), Provided that it is Submitted to the Administration within a Period not Exceeding Seven Days from the Date of Notification of the Assignment of the Contract to Him and before Signing the Contract Based on Article /52/ Paragraph /a/. - the Nominated Contractor must Sign the Contract within a Period not Exceeding Seven Days from the Date of Notification of the Assignment to Him, and in the Event of His Non-Attendance or Refusal to Sign the Contract According to the Provisions of the Legal and Financial Conditions Book and His Acceptable Offer, the Submitted Guarantees shall be Confiscated and Compensation shall be Claimed for the Actual Damage and Loss. - Final Guarantees shall be Returned to Their Owners after Submitting the Technical Guarantee Guarantees. - Any Conditional Guarantee, Whether Temporary or Final, that does not Comply with the Official Text in Force in the Syrian Arab Republic shall be Rejected. C- Technical Guarantee Guarantees: - the Contractor shall Submit Technical Guarantee Guarantees Equivalent to (10%) of the Total Contract Value by Means of a Certified Check, Guarantee or Transfer, Noting that the Technical Guarantee Period is (700 Working Hours or Nine Months / Whichever Comes First /) and shall be Returned after the End of the Technical Guarantee Period and after Organizing a Final Technical Receipt Report if the Contractor does not Incur Any Obligations that Require its Seizure, Deduction from Part of it or Extension of its Validity, According to Article /50/ Paragraph /a/ and Article /51/ Paragraph /C/ of Law /2/ of 2022 Ad. Materials and Supplies Required to be Provided by the Contractor: - the Contractor shall Secure the Necessary Numbers and Tools for Implementation in Accordance with Article /44/ of Resolution /9333/ of 2022 Ad. - the Contractor shall not have the Right, after the Contract has been Approved and the Order to Proceed with Implementation has been Given, to Assign the Works Subject to the Contract in Whole or in Part or to Assign or Obligate Them in Whole or in Part to Other Persons as Subcontractors or under Another Formula or Name. - a Specialized Committee shall be Formed to Inspect, Supervise and Ensure that Repairs are Carried out in Accordance with the Conditions Specified in the Specifications and Contract Books. - the Contractor shall Guarantee the Repairs and Parts Provided for a Period of (700 Working Hours or Nine Months / Whichever Comes First /) Starting from the Date of the Provisional Acceptance Report. In the Event of a Malfunction that is Repaired during the Warranty Period Due to Poor Repair, the New Repairs and Parts Provided shall be Subject to a New Warranty Period Similar to the Basic Warranty Period. - the Contractor shall be Required to Fully Inspect the Equipment and shall be Responsible for Everything Included in His Offer. - the Management shall be Re Tender Link : elan.gov.sy
