Denmark, Represented In Mali By The Royal Danish Embassy (Ard), Wishes To Set Up An Auditor (Consultant) In Order To Carry Out Audits On The 2024-2027 Transition Framework Of Danish Commitments In Mali. The Scope Of The Audit Includes A Financial Audit Which Includes Compliance And Performance Procedures. The Financial Audit Should Be Carried Out In Accordance With International Standards On Auditing (Isa). The Objective Of The Service Is To Receive The Opinion Of Independent Auditors On The Financial Statements With Regard To The Use Of The Grant And To Confirm That Danida Funds Have Been Used For The Intended Purposes In An Efficient And Economical Manner In Accordance With The Financing Agreements Between Danida And Mali And Financial Regulations And Directives. The Consultant Shall Examine Whether The Financial Statements Of The Financed Activities Present Fairly, In All Material Respects, The Revenues Received, Costs Incurred And Products And Technical Assistance Purchased Directly Under The Program For The Period Audited, In Accordance With The Terms Of The Agreements. And Generally Accepted Accounting Principles Or Other Comprehensive Accounting Bases, And Report Thereon. The Objective Of The Financial Audit Which Includes Compliance And Performance Procedures Are: 1. To Form An Opinion On Whether The Annual Financial Statements Fairly Reflect, In All Material Respects, The Transactions Relating To The Grants Awarded In The Framework Of The Danida Program, 2. Form An Opinion On Whether The Annual Financial Statements Are Prepared, In All Material Respects, In Accordance With The Financial Reporting Guidelines Established, 3. Allow The Client To Determine Whether The Funds Paid Have Been Used In Accordance, In All Material Respects, With All Applicable Laws And Agreements Covering The Danida Grant Program, 4. Enable The Client To Determine Whether The Funds Paid Have Been Spent Economically, In All Cases Important, And Obtain Reasonable Assurance That The Systems, Processes Or Transactions Examined Support The Exercise Of Sound Financial Management In The Administration Of Funds Granted By The Client.
