Expression of Interest are invited for Greening of Ports in India on Non-Major Ports and Fishing Harbour Scope of the Study Geographical Scope The Geographical Scope of the Study is Two Non-Major Ports and Two Fishing Harbours of India/Indian Islands. Deliverables Tasks and Subtasks Expected are Outlined Here with Indicative Studies/Surveys. To Begin with, the Consultant shall Organize a Team of Capable Professionals with Established Credentials and Verifiable Experience in Green Transport Infrastructure, Especially in the Greening of Ports. The ConsultantS Proposal shall Include the Most Efficient Methodologies and Survey Modalities to Achieve the Tasks with Good Understanding, including Methods of Analysis (including Desk Review), Specific Surveys, Focus Group Discussions, Consultations, Site Studies, etc. Key Tasks to Meet the Objectives are as Follows: Task 1. Technological Options and Best Practices for Green Port Infrastructure Development The Consultant will Conduct Analytical Studies on the Best Global Practices and Develop a Framework for the Greening of Non-Major Ports and Fishing Harbours, including, but not Limited to: I) Managing Oil Spills at Ports, including Response Framework; Ii) Equipment Required for Monitoring Environmental Pollution; Iii) Integrating Renewable Energy into Port & Harbour Operations; And (Iv) Strategies for Managing Solid and Liquid Waste. The Consultant will Undertake a Gap Assessment in each Identified Port to Identify Challenges and Provide Recommendations Aligning to the Best Global Practices. However, While some Common Practices can be Applied, Every Port has its Own Set of Unique Challenges when it Comes to Reducing Emissions and Enhancing Sustainability. The Consultant Therefore must Suggest a Tailored Approach to the Specific Ports and Fishing Harbours and Their Circumstances to Become Smarter and Greener. It is Crucial to Carefully Consider the Issues and Difficulties that may Arise along the Way to Determine a More Suitable Approach for each Port. Some of the Gaps that must be Included in the Deliverable, but not Limited to - Percent Utilization of Green Power in Port or Fisheries Harbour Operation; Setting up Renewable Energy Generation Capabilities; Liquid and Solid Waste Management Efficiency (including Hazardous Waste); Resource (Water and Any Other) Conservation Initiatives and Efficiency; Ship Waste Reception, Treatment and Disposal; Ship Sewage Reception and Treatment; Fugitive Emission Management Efficiency; Run-Off Management, etc. Based on an Investment Gap and Needs Assessment, the Aforementioned Activities should be Identified to Inform the Framework, Which would Ultimately Lead to Investments under the Proposed Shore Program to Pave the Way for Implementation and Replication across Select States. The Task 1 shall Therefore Produce Outputs at Two Broad Levels: (a) a Port Greening Framework - Recommending Modular Low-Carbon Elements that can be Applied/Adopted Widely by Most Non-Major Indian Ports and Fishing Harbours A Few Key Areas Targeted in the Development of the Green Ports Strategy for Non-Major Ports and Fishing Harbours (but not Limited to) could be: Reducing Marine Pollution in Ports and Fishing Harbours Port / Ship Waste and Discharge Management Marine Water Quality Management Emergency Environment Protection/Disaster Preparedness Light and Noise Pollution Management Energy Efficiency Green Ports Certification, Port and Fishing Harbour Operational Efficiency Impact of Sea Level Rise on Ports and Harbors:1. Increased Flooding and Storm Surges,2. Erosion of Coastal Infrastructure,3. Disruption to Port Operations, 4. Impact on Surrounding Communities, 5. Increased Maintenance and Adaptation Costs,6. Environmental Degradation Infrastructure Elevation and Reinforcement Nature-Based Solutions Adaptive Management Practices Strategic Retreat and Relocation Innovative Engineering Solutions Policy and Community Engagement The Framework shall be Developed to Help Operationalize the Govt. Of India Initiatives on Port Greening, Comply with Relevant Best Practices and to Inform Specific Actions that are Required to Transition Indian Ports to a Low Carbon Pathway. This shall Include Broad Block Cost Estimates Assuming the Typical Size of the Intervention. (B) Port Greening Strategy Recommending Specific Actions Tailored to the Greening Needs of the Identified Two Non-Major Ports and Two Fishing Harbours. This will Require a More Granular Assessment of All Port Operations and Consolidating All Challenges and Opportunities Linked to Enhancing the Sustainability of Operations While Considering Ongoing Obligations and Current Activities. The Strategy will Produce Detailed Recommendations on Appropriate Actions that the Two Non-Major Ports and Two Fishing Harbours must Take over the Short (Immediate) Term, Mid-Term and Longer Term to Systematically Reduce its Environmental Impact and Achieve Sustainability by Estimating the Quantity of co2 Reduction in each Implementable Project to Indian Context The Assessment will Also Provide Recommendations on the Suitability and Application of the Latest Technology and Conduct an Independent Annual Environmental Audit by a Credible Agency. By Consolidating the Various Components of a Green Ports Strategy, a Systematic Investment Approach can be Established, Laying the Groundwork for Obtaining External Funding. Task 2. Analytics on Potential Financing Options, including Ppps, for the Greening of Ports in India The Consultant shall Prepare a Guidance Note/Report on Identifying Potential Financial Incentives and Modalities for Integrating and Supporting the Greening of Non-Major Ports and Fishing Harbours. It will Cover the Lessons Learnt in the Indian Context Where the Private Sector Partner was Able to Secure a Reasonable Return/Cost-Saving, and the User was Assured Adequate Service Quality at an Affordable Cost, and Facilitating the Government in its Mission of Greening Non-Major Ports. The Note shall Address the Current Barriers to Adoption by the Government and Private Operators While Identifying the Scope for Private Sector Participation in the Greening of Non-Major Ports and Fishing Harbours. The Analytics will Examine the International Best Practices and Assess the Investment Gap for Undertaking the Greening of Ports in India that can be Replicated across India. The Analytics shall Develop a Guidance Note/Report and Framework that can Inform and Mobilize Private Sector Investments, including Those in Ppp Mode in Future. The Report will Also Provide a Roadmap for Non - Major Ports and Fishing Harbours to: (a) Ensure Green and Sustainability Aspects are Suitably Incorporated in the Dpr (Detailed Project Report) While Formulating Ppp (Public Private Partnership) Projects. (B) Promote Sustainability through Cost-Saving and Financial Incentives Such as Queue Priority and Rebates in Berth Dues[1]. (C) Incentivize Private Craft/ Boat Operators at Port and Fishing Harbours Using Alternate Fuel (Green Fuel) Such as Methanol, Ethanol, Hydrogen Fuel Cell Technology etc[2]. (D) Earn Carbon/Green Credits by Reducing Green House Gas (Ghg) Emissions. Explore Linkages with the National Green Credit Scheme (E) Devise Suitable Mechanisms, for the Existing Ppp Concessionaires, to Incentivize the Concessionaires to Adopt Greener and Carbon Neutral Designs and Procedures in Line with the Spirit of These Guidelines. As a Cross-Cutting Activity on each Task above, the Consultant shall Adequately Consult the Stakeholders, including the Communities, Neighborhood Groups, Private Entrepreneurs and Recyclers, Local Bodies, Various Departments Agencies, Voluntary Agencies and Others as Applicable. Task 3. Knowledge Sharing at the National Level The Consultant shall Plan and Organize a National-Level Workshop to Bring All Stakeholders including Port Authorities, State Maritime Boards, Federal/State Government Departments, Policymakers, Regulators, Community Representatives, Private Players, Recyclers, Self-Help Groups Involved in Port Operations, Other Players in the Industry by Providing a Platform for Knowledge/Experience Sharing on the Environmental Impacts, and Policy Changes Required as Well as to Disseminate the Findings of the Study at the National Level.
