Expression of Interest for Consultancy Services to Undertake a Feasibility Study on the Establishment of Digital Government Payments and Collections Platforms and a National Data Centre for Ethiopia. HDMI project also aligns with the IGAD Regional Infrastructure Master Plan, IGAD Vision 2050, African Union (AU) Agenda 2063, AU Digital Transformation Strategy for Africa (2020-2030), Horn of Africa Initiative (HOAI) and AfDBs High 5 priorities, notably, Integrate Africa, as well as aspirations outlined in the Eastern Africa Regional Integration Strategy Paper (RISP) and the respective Country Strategy Papers (CSP). The Aforementioned Ambitions Underscore the Critical Need to Strengthen Institutional and Technological Frameworks at National Level in Ethiopia. Therefore, Undertaking a Detailed Feasibility (Technical, Architectural, Economic and Financial, Environmental and Social, Institutional and Organizational) to Establish a Robust National Payment and Collections Platform, along with a National Data Center, is Critical for Facilitating Seamless Financial Transactions and Managing Increased Data Volumes of Various Sectoral Data as the Digital Economy Evolves.
