Expression Of Interest Are Invited For A Process Evaluation For The Climate Smart Enhanced Public Works Programme (Csepwp) The Government Of Malawi Is Implementing A Seven-Year Social Support For Resilient Livelihoods Project-Ssrlp (2019-2027) Designed To Improve Social And Economic Inclusion. Activities Under The Ssrlp Are Structured Into Four Mutually Reinforcing Components: · Component 1: Improving Social And Economic Inclusion · Component 2: Strengthening Harmonized Delivery Systems · Component 3: Capacity Building And Institutional Strengthening Support · Component 4: Contingent Emergency Response Component 1 Covers A Set Of Social Protection Activities, Including (A) The Core Programs Thus Shock-Responsive Social Cash Transfers (Sct), Climate Smart Enhanced Public Works (Cs-Epwp), And Livelihoods Support; And (B) Financing Scalable Safety Nets) This Unique Design Of Mutually Reinforcing Components Effectively Contributes To Building Resilience Of The Poor And Vulnerable. The Ssrlp Project Financing Consists Of An Original World Bank Grant (Us$125.00 Million Equivalent) And Global Risk Financing Facility (Grif) Trust Fund (Us$17.00 Million). A First Additional Financing (Af1) In The Amount Of Us$187.5 Million, Was Approved By The World Bank Board Of Executive Directors On May 25, 2022, And Became Effective On October 19, 2022. Finally, A Second Additional Financing (Af2) That Contributes Another Us$160.56 Million Equivalent, Including Us$ 110 From The World Bank, And Expected Development Partner Contributions To The Newly-Established Malawi Social Protection Multi-Donor Trust Fund. By 2027, The Ssrlp Aims To Reach More Than 778,000 Households, Out Of Which 258,000 Households Are Under Sct, Including Emergency Cash Transfers, And 520,000 Households Under Cs-Epwp (60% Youths Under 35 Years And 50% Females). 590,000 Households Will Benefit From Livelihoods Interventions Across The Country. The Cs-Epwp Has Been Redesigned To Explicitly Incorporate Climate Change Adaptation And Direct Mitigation Through Creation Of Community Assets That Restore Degraded Watersheds And Enhance Agricultural Productivity. The Reformed Cs-Epwp Has Been Scaled Up Nationally Restore Over 450 Degraded Micro-Catchments Across Malawi. The Scale Up Is A Result Of A Positive Process Evaluation Of The Epwp Pilot. As Of December 2023, A Total Of 391,318 Out Of 520,000 Participants Have Been Enrolled In 28 Councils And Plans Are Underway To Enroll The Remaining Participants. The Nationwide Scale Up Of Cs-Epwp Is In Support Of Rationalizing And Expanding MalawiS Social Protection System On One Hand But Also Complementing Affordable Input Program (Aip) Reforms, As A Transition Strategy For Resource Poor Households In The Lower Income Quintiles Away From An Inefficient Aip And Onto Poverty-Targeted Social Protection Instruments. The 520,000 Households (Approximately 11 Percent Of The Population) Under Cs-Epwp Complement The Sctp Currently Covering 292,466 Households (Approximately 8 Percent Of The Population), As Of December 2023. Between These Two Anchor Social Safety Net (Ssn) Interventions, Coverage Of Ssn Among The Extreme Poor Will Be Expected To Reach Over 90 Increasing The Scope Of Intersection Between Social Protection And Climate Change. The Cs-Epwp Provides Temporary Employment Opportunities For Ultra-Poor Households With Labour Capacity, At A Prescribed Wage Rate. The Main Objective Of The Cs-Epwp Is To Create Visible, Durable, And Good-Quality Community Assets Within Micro Catchments That Will Assist In Improving Household Resilience To Shocks, Increase Household Level Incomes And Food Security And Reduce Households Exposure To Risks Associated With Climatic Shocks And Other Disasters. It Contributes To Breaking Recurrent Cycle Of Food Insecurity By Bridging Natural Resource Management And Safety Nets Interventions. The Reformed Cs-Epwp Will Be Implemented Over A Three-Year Period (2023 2025), Spread In Three Bi-Monthly Cycles Per Year. Participants Will Be Required To Work For 4 Hours/Day, For 12 Days Every Month And Will Be Paid Bi-Monthly. Implementation Of Cs-Epwp Is Led By The National Local Government Finance Committee (Nlgfc, As SsrlpS Implementing Agency) Working With Ministry Of Local Government (District Councils); Ministry Of Finance And Economic Affairs (Poverty Reduction And Social Protection Division) And Ministry Of Agriculture (Department Of Land Conservation). A Process Evaluation Of The Cs-Epwp Is Therefore Required To Support The Government Of Malawi And Partners In Assessing The Effectiveness Of Cs-Epwp Implementation, Including In Relation To How The Program Is Contributing To Climate Change Adaptation And Mitigation And Resilience Building. The Evaluation Is Expected To Serve Both The Accountability Objective- Considering The Increased Investments In Cs-Epwp And The Learning Objective Of Evaluations. Specifically, The Evaluation Is Expected To Assess Whether Cs-EpwpS Design Improvements Are Being Implemented As Intended And Improving The Operation Of The Programme. The Process Evaluation Will Also Examine Participant Selection, Quality And Usefulness Of Skills Training And Asset Quality And Sustainability. The Results Of The Evaluation Are Expected To Inform Future Design And Recommend Implementation Improvements.
