Expression of Interest are invited for Bhutan NDI Time and Motion Study This Terms of Reference document (TOR) is for a Firm to conduct a Time and Motion Study (TMS) of various potential use cases for Bhutans National Digital Identity (NDI). The objectives of the study are: - To use TMS methodology to gather data that can be used to model potential time and cost savings to service providers and individuals resulting from current and future integration with NDI - To identify potential redundancies in data collection / data provision in current processes and model changes as a result of (future) NDI integration in the volume of data shared / exposed to different parties during transactions. - To identify any NDI usability risks for lower-digital-capacity user groups and solutions for how to mitigate these risks when integrating the NDI into service delivery. The findings will serve two purposes: (i) they will contribute to improvements in the NDI implementation, to promote ease of accessibility and use for all; and (ii) they will be used to model potential temporal and financial savings, as part of NDI budgeting and sustainability planning.
