Work Detail
Expression of Interest are invited for Develop a Comprehensive Study on the Level of Service of the Logistics Corridors Defined in Colombia, Considering the Areas of Influence and the Integration of Complementary Modes of Transport Project Name: Programa de apoyo a la implementación de la Nueva Política Nacional Logística The objective of the program is to improve logistics efficiency to contribute to the post-pandemic economic recovery, through the implementation of the New National Logistics Policy. This program has among its components: Logistics efficiency supported by transport, which seeks to increase the participation of rail and river modes and the modernization of the provision of freight transport services to encourage intermodality and efficiency in transport. The thematic areas are: i) Reactivation of river and rail modes; ii) Promotion of logistics services and specialized logistics infrastructure; and, iii) Economic relations between the actors of the freight transport system. Understanding the importance of promoting modes of transport that contribute to competitiveness, energy efficiency and climate change mitigation, the 2022-2026 National Development Plan Colombia, world power of life highlights the need to lay the foundations to reduce environmental conflicts, guarantee the care of natural wealth and the implementation of tools for adaptation, climate resilience and territorial compensation. In this context, the Regional Convergence Transformation of the PND underlines that the lack of physical, digital and communications connectivity between territories contributes to disparities in productivity and competitiveness. Therefore, it is necessary to strengthen interregional links through productivity, connectivity, competitiveness and innovation systems, allowing inclusive development and links between the countryside, cities and the world. The PND also highlights the need for a regional and social infrastructure network based on road, maritime, river and rail corridors, as well as air infrastructure and services and logistics nodes. This network must guarantee adequate connectivity for the movement of products and inputs between food production, collection and distribution centers and the main cities, population centers and the port network of Colombia. The National Logistics Policy, set out in CONPES document 3982 and approved in 2020, establishes parameters for the consolidation of intermodality in the country, highlighting the relevant role of other modes in reducing logistics costs associated with transportation. This document recognizes the potential of rail and river modes to improve the efficiency and competitiveness of transportation in Colombia, highlighting their relevance for the connectivity of isolated and border territories, and their impact on the quality of life of the inhabitants of these areas.
