The Tender Relates To The Provision Of Temporary Healthcare Services To Fredensborg Municipalitys Nursing Home And Home Care. The Tender Is Carried Out In Accordance With Section Iii Of The Public Procurement Act, Cf. Lbk No. 10 Of 06/01/2023 With Subsequent Amendments, Section Iii §§ 186-189, Which Relate To Procurement Under The So-Called Light Regime Of Social And Other Specific Services Above The Threshold Value. A Framework Agreement With A Duration Of 6 Years Is Offered. The Municipality Wants Offers For The Provision Of Substitutes Within The Following Professional Groups: - Nurses With Authorization From The Danish Health Authority - Social And Health Assistants With Authorization From The Danish Health Authority - Social And Health Care Assistants Who Have Completed Basic Training In Accordance With The Act On Basic Social And Health Education Within Assisted Care And Care Areas, Etc. - Nursing Assistants Who Have Been Issued A Training Certificate In Accordance With The Provisions Of The Danish Health Authoritys Guidelines Of 20 February 1978 - Nursing Home Assistants Who Have Undergone Training In Accordance With The Danish Health Authoritys Circular Of 26 June 1980. The Tender Is Carried Out With A View To Entering Into A Framework Agreement On Services Of High Quality And With Temporary Workers With The Right Skills, And Who Are Also Financially Advantageous For The Municipality. The Intention Is To Establish A Permanent Collaboration With A Temp Agency, Which Can Supply Qualified Temps To The Municipality As Needed. With The Offered Framework Agreement, Fredensborg Municipality Wishes To Support A Professional And Constructive Collaboration Between The Municipality And The Temporary Agency Throughout The Entire Agreement Period. Quality In Temporary Work Is Central To The Municipality, Which Is Why Quality Is Weighted Very Highly (70%) In The Tender. The Municipality Will Therefore Continuously Follow Up On The Collaboration And Ensure That Both Parties Fulfill The Agreed Conditions, Including That The Temporary Agency Lives Up To Its Offer. The Follow-Up Will Take Place On A Daily Basis, But Also At Status Meetings, Where Follow-Up Is Made On Whether The Terms Of The Framework Agreement Are Fulfilled And On How The Collaboration Works. As A Central Element In Ensuring A Good And Long-Term Cooperation Between The Municipality And The Temporary Agency, The Terms Of The Framework Agreement Contain, Among Other Things Reduced Remuneration And Fines, Which Are Defined And Structured With A View To Supporting The Collaboration Throughout The Entire Agreement Period. These Options Have Been Prepared With A View To Creating The Right Incentives For The Temp Agency To Continuously Live Up To The Offered Delivery Rates And Deliver High-Quality Services, As Well As To Correct Any Errors And Deficiencies, And Will Only Be Used If Cooperation Does Not Work. The Collaboration Can Thus Take Place In Mutual Trust Within A Clear Framework, Rather Than Any Mistakes And Shortcomings Leading To A Bad Working Climate And Possible Cancellation Of The Framework Agreement - To The Disadvantage Of Both The Municipality And The Temporary Agency.
