Expression of Interest are invited for Consultancy Services of Third Party Monitoring for Intergovernmental Transfer to District Governments Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short-listing criteria are as follows: A. A minimum of seven years experience in conducting baseline/midterm/endline/ capacity assessments, feasibility studies, impact evaluations verification, and third-party monitoring with at least three (3) similar assignments and proven experience in implementing studies such as Political Economy Analysis (PEA), conflict analysis, political economy outlook and provide evidence of such reports. In addition; a minimum of three years experience in governance, public administration, and financial management is required. B. Experience with similar assignments on working in collaboration with Government, and programs including sufficient familiarity with the World Bank, other donor-funded projects, and international development organizations. C. Experience of having worked in an environment similar to that of Somalia; and D. The technical and managerial capability of the firm.
