The Tender Relates To A Contract For An Impartial And Thorough Investigation Of The Nordic Waste Process For Randers Municipality (Hereinafter Referred To As The Investigation). Completion Of The Survey Must Take Place In The Period 1 January 2025 To 31 May 2025, When The Survey Must Be Delivered To The Ordering Party At The Latest. The Task For The Inquiry Consists Of Randers City Councils (Hereinafter Referred To As The City Council) Decision Of 26 February 2024, Which Contains The Questions That Must Be Elucidated And Sought To Be Answered. It Is Not Possible To Limit The Investigation Purely In Terms Of Time Backwards, However, The First Environmental Approval Issued By Randers Municipality To Nordic Waste Is Dated 31 August 2018. The Course Will Have To Be Investigated Up To The 26 February 2024. The Purpose Of The Investigation Is To Uncover Whether The Executive Board, The Administration In General, The Mayor And The City Council Have Acted In A Reprehensible Manner In Connection With The Case Of Nordic Waste A/S. A Clarification Of The Questions That Must Be Elucidated And Sought To Be Answered Was Decided At The City Council Meeting On 26/08/2024, After Which The Investigation Will Focus On Whether Applicable Law Has Been Complied With And Whether The Case Handling Had The Professional Quality That Can Be Expected, Cf. Contract Annex 7 – Preliminary Process Plan For The Citizens Advisers Preparation Of The Investigation Into The Nordic Waste Process. In Addition, The Purpose Is That Any Errors Or Deficiencies Uncovered By The Investigation Can Be Avoided In The Case Processing Of Similar Cases In The Future. It Also Appears From The City Councils Decision Of 26/02/2024, Cf. Contract Annex 1, That In The Investigation, A Distinction Must Be Made Between Before And After 19 December 2023, Understood To Mean That Responsibility After This Date Lies Solely With The Mayor, Administration And Management. Contract Annex 2 – Specification Of Requirements Provides A Detailed Description Of The Survey And The Requirements That The Ordering Party Places On The Surveyor In Connection With Carrying Out The Survey.
