The Investment Landscape In These African Markets Is Complex And Fraught With Unique Difficulties, Such As Transactions Being Typically Smaller, More Costly, And Requiring Longer Periods To Complete. Limited Understanding Of Environmental, Social, And Governance (Esg) International Best Practices Compared To Host Country Laws, As Well As The Willingness Of Sponsors To Allocate Budget And Resources To Improve Their Practices, Pose Significant Barriers To Investors. Issues With Data Reliability And Accessibility Introduce Integrity Due Diligence And Reputational Risks. These Challenges Make It Difficult To Find Committed Sponsors Who Adhere To The Business And Esg Standards Required By Private Sector Investors.About Fcs Africathe IfcS Fcs Africa Unit Is Dedicated To Bolstering Private Sector Development In Fragile And Conflict-Affected Situations (Fcs) Across Africa. This Is Achieved By Providing The Additional Resources And Expertise Necessary To Enhance The Capabilities Of Upstream, Advisory, And Investment Teams, Thereby Enabling More Responsible And Sustainable Investments In Challenging Markets. The Fcs Africa Team Focuses On Developing Approaches Across Three Key Pillars:Supporting Domestic Private Sector Growth,Working In Forced Displacement Settings, Anddelivering On IfcS Commitment To Conflict Sensitivity.Locally Owned Companies Are Pivotal In Fcs Regions, Fostering Stability And Resilience, Creating Jobs, Delivering Essential Goods And Services, And Promoting Economic Empowerment. In Addition To Leveraging IfcS Full Range Of Advisory And Investment Services, The Fcs Africa Team Has Developed Specialized Tools Tailored To Meet The Unique Challenges Of Engaging With The Domestic Private Sector In Fcs Regions. Local Champions Initiativein 2022, Fcs Africa, In Coordination With Mas, Launched The Local Champions Initiative (Lci) To Assist Promising Domestic Corporates (Local Champions) In Burkina Faso, Niger, Chad, Guinea, Liberia, Sierra Leone, And Togo. The Initiative Aims To Provide Technical Assistance To The Most Mature Sponsors Identified, Helping Them Prepare For Investment By Ifc Or Other Similar Commercial Lenders. The Business Development Efforts Have Included A Comprehensive Mapping And Screening Exercise To Identify Several Champions With Significant Growth Potential, Most Of Whom Require Tailored Technical Assistance To Meet International Investment Standards. Therefore, The Lci Project Team Is Seeking To Hire A Consulting Firm To Pilot Providing Support To A Group Of Approximately 20 Local Corporates To Improve Their Standards In Terms Of Esg Practices. This Engagement Will Adopt A Tiered Approach To Tailoring The Support According To The Firms Specific Capacity, Maturity, And Growth Level. This Method Aims To Progressively Elevate Market Standards In Fcs And Prepare These Corporates For Future Investments From Larger Entities, Including Development Finance Institutions Like The Ifc. 2. Objectivesthe Overall Objectives Of This Assignment Are To Support A Targeted Group Of Local Sponsors To:Develop A Fit-For-Purpose Environmental And Social Management System (Esms) Tailored To Local Contexts That Meets International Standards.Enhance Their Environmental Performance And Sustainability Of Their Local Project Operations By Assessing The Existing Sustainability Practices And Recommending Improvements.Build Their Organizational Capacity To Implement And Maintain An Esms Effectively.Help Transform Local Business Leaders Into Sustainability Champions Who Can Articulate And Promote The Business Case For Sustainability, And Improve Capacity And Commitment Of Their Organizations For Esgintegrate Monitoring And Evaluation (M&E) Processes To Establish And Utilize Comprehensive Systems For Tracking Environmental And Social Indicators, Assessing Resource Management Efficiency, Evaluating Training Effectiveness, And Measuring Leadership Engagement In Sustainability Initiatives, Ensuring Continual Improvement And Compliance With International Standards.
