Expression of Interest are invited for Consultancy Firm to Develop a Health Information Exchange Platform (Hiep)-Activity 1.4.3 The Consultancys Scope for the Health Information Exchange Platform (Hiep) Encompasses Design, Development, Testing, and Implementation of Key Modules: Interoperability, Authentication and Security, Database, Trigger, Dashboard, and Administrative/Management Project Name: Proyecto de Mejora de los Servicios de Salud The Consulting Services (the Services) Provided by the Consultancy Firm for Developing and Implementing a Health Information Exchange Platform (Hiep) will Include the following: The Development Approach for the Hiep should be Designed to Prioritize Flexibility and Innovation, Explicitly Advocating for the Use of Open-Source Technologies and Platforms. This Strategy Involves Selecting Programming Languages like Python and Ruby On Rails, Coupled with Databases Such as Postgresql and Mongodb. These Choices are Recognized for Their Robustness in Handling Health Information Systems and Their Compatibility with Open Standards, Ensuring the Hiep is Adaptable, Scalable, and Free from Restrictive Licensing Costs. Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. For the purpose of establishing the short list, the nationality of a firm is that of the country in which it is legally incorporated or constituted and in the case of Joint Venture, the nationality of the firm appointed to represent it.
