Expression of Interest are invited for Drafting Uzbekistans National Energy Efficiency Vision, Strategy and Action Plan (2025-2040)0) The World Bank (WB) has been requested by Government of Uzbekistan, Ministry of Energy (MoE), to provide financial and technical support for public consultations for and preparation of the key policy documents, namely National Energy Efficiency (EE) Vision and Strategy, (NEEVS), and National Energy Efficiency Action Plan (NEEAP, 2025-2040). Since 2019, Uzbekistan has been implementing large-scale reforms, including in sustainable development of its energy sector. These reforms are urgently needed to meet the needs of countrys growing economy through modernization and expansion of infrastructure, and efficient energy supply and rational use of energy resources. Uzbekistan is one of the most energy intensive countries in the world. High subsidies keep electricity and natural gas prices low resulting in low revenue generation that is insufficient for recovering its costs of production and delivery. Low prices discourage households and businesses from pursuing energy efficiency and conservation efforts, and they limit the capacity of the sector to improve service delivery. To change the situation in the sector, the government has launched energy subsidy reforms, which gradually adjust tariffs to bring prices in line with costs. The NEEVS and NEEAP are in line with and supports (i) the Nationally Determined Contribution under the United Nations Framework Convention on Climate Change, where Uzbekistan commits to policy goals to improve energy efficiency and increase renewable energys share of the countrys energy mix, and (ii) the WBs Country Climate and Development Strategy to support the countrys clean energy transition, energy efficiency and energy subsidy reforms. In addition, the project is in line with and supports (i) the Nationally Determined Contribution under the United Nations Framework Convention on Climate Change, where Uzbekistan commits to policy goals to improve energy efficiency and increase renewable energys share of the countrys energy mix, and (ii) the WBs country strategy to support the countrys clean energy transition, energy efficiency and energy subsidy reforms. The reduction of energy intensity by EE is a main pillar of the political agenda of Uzbek government. The lack of an overall, holistic vision and strategy on concrete targets and actions triggers the urgent demand to develop the First National Energy Efficiency Action Plan (NEEAP). The World Bank seeks to engage a consultant firm who shall provide services to support the preparation of the draft NEEVS and 1st NEEAP for 2025-2050, strategies to further scale-up energy efficiency, adjustments to government policies and programs, with a horizon up to 2050. This will be done under the management of the World Bank and MoE team. Under this assignment, the Government of Uzbekistan and the World Bank (WB) will cooperate to improve Uzbekistans energy and resource efficiency performances by (i) reduction of energy intensity and consumption in final energy consumer sectors, (ii) reduce losses in upstream and downstream in oil and gas, energy transformation, transmission and distribution, and (iii) utilize renewable energy sources. It is a comprehensive engagement that covers technical assistance, capacity building, consultation, and dialogue with relevant stakeholders.
