Tenders are invited for Procurement of Consulting Services: Carrying Capacity Study for the White River The River Rafting Authority (RRA) invites proposals for the Procurement of Consulting Services: Carrying Capacity Study for the White River for the period 2024-2025. Scope The scope of work describes the required activities for the preparation of deliverables under this consultancy. The Consultant will perform tasks to include the following: 1. Meet with Internal Review Committee for an inception meeting. 2. Prepare a detailed work plan for the consultancy within the stated timeline in the signed contract. 3. Identify, collate and conduct an in-depth review of all available technical information and data of the White River and prepare a report identifying the gaps in data and information required to conduct the carrying capacity study. 4. Conduct an inventory of the occurrence, number, patterns and concentration of recreational and associated activities on the White River. The inventory should be conducted during regular and peak use periods (for example weekends and public holidays) as well as during special events. 5. Provide a Geographical Information Systems (GIS) Map (to include maps and/or Google images and/or aerial photographs) of the recreational and associated activities inclusive of buildings and infrastructure/facilities in the White River and surrounding land uses. 6. Develop a profile of recreational and other uses of the White River. 7. Determine perceptions of crowding, risk and safety, natural resource and economic impacts, quality, and degree of satisfaction with recreational and associated activities for the White River: (impact on product offered). 8. Provide recommendations for optimal carrying capacity (option 1. Existing conditions and option II. Improved conditions) for recreational and associated activities and limits of acceptable change on the White River. 9. Conduct data analysis and synthesis of the information obtained to inform the preparation of the carrying capacity report for the White River. 10. Identify and examine the current management, institutional arrangements/responsibilities, and existing and potential impacts on recreational and associated activities on the natural resources of the White River and provide recommendations for mitigation measures. 11. Design and administer survey instruments to obtain opinions from operators of all types of tourism entities about the challenges they face with the RRA licensing criteria and process. 12. Conduct fieldwork in the White River area to inform the preparation of the carrying capacity report. 13. Develop water quality profiles of the White River including, inter alia, types, sources and levels of contamination/pollution. 14. Additionally, ascertain trends in water quality in the White River environs, identifying variations associated with seasons, time and usage. Clarifications All clarifications must be submitted 5 days before the close of Tender through the GOJEP Copies of all clarifications received will be available through the e-GP System. Deadline for Submission of Proposals Bids are to be uploaded to the GOJEP on or before 11:00 a.m. on Friday, September 20, 2024 Any proposal received after the closing time for submission of proposals shall be rejected.
