It Services: Consulting, Software Development, Internet And Support – Innovation Partnership – Development Of Case Support Tools For Use In Construction Case Processing In The Municipality Of Copenhagen - Pre-Qualification. The Municipality Of Copenhagen Hereby Offers An Innovation Partnership (Hereinafter Partnership(S)), Which Aims To Develop Case Support Tool(S) For Use In The Processing Of Building Cases In The Municipality Of Copenhagen. The Partnership Is Entered Into With One Tenderer. The Partnership Focuses On Construction Case Processing When Applications Are Made Through The National Application System Building And Environment (Bom). In The Application System, An Applicant Must, Among Other Things, State What Is Intended To Be Built, Provide Various Drawing Materials, Provide Information About Fire And Construction Conditions And Provide A Range Of Information That Is Relevant To The Type Of Application Being Applied For. The Bom Also Contains A Range Of Information About Local Conditions In Relation To The Projects Location. The Information That Must Be Submitted In Connection With A Building Application Is Described In The Applicable Building Regulations. Case Processing Takes Place In Phases, Depending On The Type And Content Of The Application. The Municipality Of Copenhagen Wants To Explore With The Partnership The Possibility Of Developing A New Case-Supporting Tool For Use In Construction Case Processing, I.E. One Or More Technological Tools (E.G. Ai) Which Can Replace Parts Of The Manual Case Processing And Support The Case Processing, Including Preparation Of The Basis For A Decision On Either A Building Permit Or A Refusal Of The Same. The Municipality Of Copenhagen Expects To Be Able To Create Continuous Innovation In The Processing Of Construction Cases Through A Close And Trusting Collaboration With The Selected Tenderer (Hereafter The Partner). The Partnership Consists Of Three Steps: ▪ Tender [Before Conclusion Of Agreement]▪ Development/Innovation [After Conclusion Of Agreement]▪ Procurement ( Of Developed Solution) [After Conclusion Of Agreement]. The Partnership Agreement Is Expected To Be Phased As Follows: Phase 1. Screeningphase 2. Innovationphase 3. Testphase 4. Implementationphase 5. Operation The Tenderers Do Not Receive Remuneration For Participation In The Tender Process. In Relation To Remuneration After Entering Into An Agreement, Copenhagen Municipality Has Considered The Following At The Time Of The Tender. Conditions Regarding Remuneration And Distribution Of Rights Will Be Included In The Negotiations, And Copenhagen Municipality Is Prepared To Adjust On The Basis Of The Bidders Input During The Negotiations. Phase 1-4: The Municipality Of Copenhagen Makes Data And Knowledge Related To The Construction Case Area Available To The Partner. The Partner Is Entitled To Use This Data For The Development Of The Partnership. Copenhagen Municipality Also Makes The Relevant Construction Professional Resources Available To The Partner. For Use In Submitting The Offer, The Offerors Can Assume That These Resources Are Distributed Among Relevant Skills (Distributed Between Construction Case Handlers, Administrative Employees, Specialists And It-Savvy Resources). The Municipality Of Copenhagen Does Not Pay The Partner For Its Development Services In Phases 1-4. Phase 5: The Municipality Of Copenhagen Gets The Right To Use The Product(S) Developed In The Partnership, But Otherwise All Rights Belong To The Partner.
