This contract is for the collection of traffic counting data on urban and rural roads within the Waimakariri District. The tender method will be Price Quality with the RFT going directly to the market (no pre-qualification requirement). The contract term will be for a period of three years commencing at 1 January 2025 until 31 December 2027. Annual extensions to the contract by up to a maximum of three further years to 31 December 2030 will be dependant upon the Contractors performance during the term of the contract. The term will be referred to as 3+1+1+1 years. Counts will be undertaken using the Contractors equipment. This equipment should comprise the following: Vehicle tube counters, which record vehicle type, direction and speed Cycleway tube counters, which record cyclist direction and speed Inductive loop counters, which can be used on the Councils two dual inductive loop sites Camera based count equipment to record and identify turning movements and vehicle classification at a variety of intersection sites. The counting programme will be spread evenly throughout the year and will comprise approximately 35 counts per month.
