Expression of Interest are invited for Building Climate Resilient and Low-carbon Homes: One Room at a Time The World Bank is looking for a technical consulting firm to do the following tasks: a. Contextualize the metric established by the World Bank team to detail the parameters for green and climate-resilient self-built housing within the local context of the two cities in hot & dry (Jodhpur and Surat), warm-humid (Guwahati & Visakhapatnam) and composite (Lucknow & Bhopal) climate zones with corresponding climatic risks and disaster vulnerabilities like cyclones, floods, heat stress, intense rains, earthquakes, etc. b. Undertake fieldwork to establish the baseline (against the definition and metrics established) as to the current state of self-built homes in both publicly assisted schemes privately financed in each city. Around 50 self-built homes will be assessed in each city. The cases will be drawn from the portfolio of PMAYs BLC vertical, PMAY-G, and AHFCs self-built home loan portfolios in each of the six cities. c. Deep dive to map the local housing eco-systems in select cities including national7 & state policies and local development control regulations (building byelaws, master plans, etc.), legal and institutional frameworks for the housing value chain, such as local building approval systems, local construction materials and technology, access to housing finance for construction, etc. d. Identify and assess the technical, financial, and institutional aspects affecting the adoption of low-carbon and climate-resilient measures for low-cost self-built homes. (a) Propose stylized technical solutions. (b) Undertake cost-benefit analyses for the proposed technical solutions. (c) Conduct interviews with a wide range of stakeholders including government agencies, local construction materials suppliers, small contractors, lenders and borrowers for self-construction loans, and beneficiaries of PMAY in each city to inform (a) and (b). e. Identify and review local and international good practices in achieving low-carbon, climate resilience in low-cost self-built housing for the three climate zones. f. Recommend policy, regulatory, institutional, and programming changes needed based on the field work and review of good practices. This will serve as input to the White Paper which is to be led by the World Bank team, to inform the formulation of policies and programmatic interventions, for PMAY 2.0 and any other national/sub-national initiative in the housing sector. g. Support the World Bank in disseminating the findings and recommendations through regional workshops at national and sub-national levels (anchored in case cities) for major climatic and disaster-prone zones of India.
