Expression Of Interest Are Invited For Nature Based Solutions/Food System Resilience Program - Technical Training And Awareness Raising. Description At The Request Of The Government Of Senegal, The World Bank Completed The Preparation Together With The Ministry Of Agriculture, Food Sovereignty And Livestock (Masae) An Investment In The Agriculture Sector (Crops And Livestock). This Operation Is The Third Phase Of The Regional Food System Resilience Program (Fsrp) Covering Senegal With An Estimated Budget Of 230 Million Usd. The Project Has Been Approved By The Board On January 2024. The Development Objectives Of The Fsrp Are To Increase Preparedness Against Food Insecurity And Improve The Resilience Of Food Systems In Participating Countries. The Fsrp Will Focus On Institutional Strengthening Of Climate Readiness And Landscape Management, Improving Productivity And Competitiveness Of Selected Agriculture And Livestock Value Chains. The Technical Components Of The Project Are: (I) Strengthening Digital Advisory Services For Regional Agriculture And Food Crisis Prevention And Management; (Ii) Sustainability And Adaptive Capacity Of The Food SystemS Productive Base; And (Iii) Regional Food Market Integration And Trade. In March 2022 The Senegal Fsrp (Fsrp-Sn) Received Financing To Support The Mainstreaming Of Nature Based Solutions (Nbs) Into The Fsrp Design In Senegal. The Following Results Are Expected At The End Of The Fsrp: (I) Develop Planning Guides And Training Materials Rooted In Nbs Principles, Drawing From The Experience Gained From 12 Integrated Landscape Management (Ilm) Plans; (Ii) Provide Training To Public Sector Officials Engaged In Territorial Planning, Emphasizing Nbs Approaches To Promote The Scaling Up And Institutionalization Of Ilm; (Iii) Formulate Public Policy Proposals On Territorial Planning, Landscape Management And Agricultural Policies That Integrate Nbs Strategies, Informed By Ilm Experiences, And Conduct A Review With Ilm Participants To Ensure Alignment With Nbs Principles; (Iv) Create One Pilot Site Per Agroecological Region For Sustainable Soil Management, And Enhance The National Institute Of Pedology (Inp) Capacity To Develop Effective Nbs-Driven Land Management Practices. Component 2 Of The Fsrp-Sn Includes Activities Related To Technical Assistance, As Well As Matching-Grants To Producers To Facilitate The Adoption Of New Practices And Technologies Including Nbs. The Project Includes Livestock Value-Chains And There Are Many Opportunities Within Livestock Value-Chains To Promote And Adopt Nbs. The Component 2.2 Of The Fsrp-Sn Is To Strengthen Regional Food Security Through Integrated Landscape Management And Focus On An Integrated Landscape Approach To Managing Natural Resources In A Sustainable Manner. This Component Accommodates Well Activities And Technologies Considered To Be Nbs. The Component 3.2 Will Support The Development Of 4 Value Chains Namely Dry Cereals, Horticulture, Meat, And Dairy Through An Agro-Ecologic Approach. According To Fao, Agroecology Is An Integrated Approach That Simultaneously Applies Ecological And Social Concepts And Principles To The Design And Management Of Food And Agricultural Systems. It Seeks To Optimize The Interactions Between Plants, Animals, Humans And The Environment While Taking Into Consideration The Social Aspects That Need To Be Addressed For A Sustainable And Fair Food System. Agroecology Is One Range Of Nbs, Focusing On Agro-Eco-Systems Management. To Implement Nbs In Value Chains, Fsrp-Sn Will Provide Matching Grants To Groups Of Farmers And Enterprises, Actors Of Those 4 Value Chains As Well As Actors In The 12 Communes Selected In Component 2.2. Participation In The Agro-Ecological Transition And Access To A Credit Will Be Among The Criteria Of Accessing To Matching Grants. This Approach Is Consistent With SenegalS New Strategy, Plan Strategique De La Souverainete Alimentaire, That Is Being Finalized. This Aims To Foster Food Systems And Value Chains And Improve Productivity And Resilience Of Agriculture. The Deployment Of Cooperatives Agricoles Communales (Local Agricultural Cooperative) Will Be At The Crossroads Of Value Chain And Territorial Development. The Nbs Allocation Will Contribute To Strengthen The Capacities Of Senegalese Stakeholders. The Resources Mobilized Will Complement Those Of The Fsrp With Particular Emphasis On: (I) Support For Implementation, In Particular To Ensure That Local Planning Processes Are Fully Successful; (Ii) Technical Training And Awareness-Raising Including Technical Courses And Workshops On Nbs Selection, Cost-Effectiveness, Design, Implementation And Monitoring As Well As Tailor-Made Nbs Training Courses For Government Staff And Relevant Local Communities And Stakeholders; (Iii) Reflection And Knowledge / Best Practices Exchange Activities; And(Iv) Support For Institutionalization. Against This Background, The World Bank Is Looking For A Consulting Firm To Support Technical Training And Awareness Raising Activities.
