Expression of Interest are invited for Iraq EITI strengthening the governance and reporting by State Owned Enterprises. Publication Date: 08/26/2024 12:00 AM EDT EOI Deadline: 09/02/2024 11:59 PM EDT The activitys overall objective is to produce inputs for the World Banks support to EITI in Iraq, specifically in meeting Requirements 2.6, 4.2, 4.3, 4.5 and 6.2 of the 2019 EITI Standard. The consultants recommendations should contribute to inform the World Banks policy dialogue with the Government of Iraq namely with regards to the sustainability of the EITI process. This assignment aims to recruit a consultant to (i) prepare a diagnostic assessing the compliance of SOEs governance and disclosures with EITI Standards; (ii) Assess current processes against best practices; (iii) identify gaps in procedures, including corrective action raised in the validation report and recommendations in annual IEITI reports; and (iv) prepare a series of concrete recommendations on how to improve the systematic disclosures of data at the SOE and government levels. In addition, the consultant will also analyze the anticorruption framework for SOEs in Iraq and identify deviations with good international practices to inform the World Banks policy dialogue with the Government of Iraq. For the purposes of these ToRs, a State-Owned Enterprise (SOE) is defined as a company which is partially or wholly owned by the State, and which is involved in extractive activities in the name of the Government. The definitions of state-owned enterprises which exist in national laws and governmental structures should also be considered when determining the scope.
