The IAF is designed to allocate funding to new or upgraded infrastructure including transport, three waters and flood management infrastructure. Hutt City Council (HCC) and Kinga Ora Homes and Communities, through the Infrastructure Acceleration Fund (IAF) have jointly committed to fund stormwater and wastewater upgrades to facilitate delivering new dwellings in Lower Hutt. HCC believes the upgraded infrastructure will unlock development and provide capacity for around 3,500 new homes. The first stage of the project has been the project feasibility stage, which includes planning, investigation, consenting and property acquisition strategies for this project, which has been ongoing since the IAF funding was secured. This stage is now nearing completion with a preferred scheme level design. The opportunity This Expression of Interest (EOI) is aimed at professional engineering services and civil construction services providers. We are looking for consortiums to be formed who have the appropriate skills, experience and track record to progress civil engineering, water and wastewater design work, progressing the current scheme level design, through design stages to implementation design under an early contractor engagement (ECI) contract and then, subject to conditions and funding, proceed to deliver to the physical works. The purpose of this EOI is to seek responses from the market to: confirm the level of interest from the market, and how the market is planning to team up to respond to the procurement process for the HCCs IAF funded three waters (HCC IAF 3W) project; and inform the development and finalisation of the projects procurement plan and tender documents, including the need for any prequalification and shortlisting stage in advance of the final tender process.
