Expression of Interest are invited for Consultancy Firms to Indicate Their Interest in Providing the Services This project aims to improve a target of up to 195 km of village footpaths to a standard motorcycle access road in Bong, Lofa, and Nimba Counties. The goal is to improve living standards, reduce poverty, and increase access for isolated communities to a target of up to 60,000 people in the targeted locations. The project also includes providing skills training, temporary work, and income to 3,120 villagers during the construction of Village Access Roads (VARs) and maintenance of feeder roads. This initiative will strengthen the capacity building of county administrations to conduct road maintenance, thus contributing to the governments decentralization policy, as well as that of contractors and MPW counterpart staff. The project also involves conducting routine maintenance using community-based organizations on a target of 1,000 km of roads improved by LSFRP for all phases of the feeder roads project since 2009, improving some critical bad sections of unpaved road leading up to the village access roads, ensuring these village access roads are not isolated from the road network, and providing technical and social backstopping to CBOs in the implementation of their Community Maintenance Action Plan. In doing so, it supports Liberia following the just-ended national elections in November 2023, with the transition to a new administration whose primary priority is to rescue the country from poverty with a new development strategy called ARREST (Agriculture, Roads, Rule of Law, Education, Sanitation, and Tourism). With this backdrop, the Ministry of Public Works now invites eligible consultancy firmsto indicate their interest in providing the services. Interested consultants must provide information indicating they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications. Additionally, as inscribed in the projects proposal, the project will consider evidence, research, and lessons learned during the construction of the 195 km of village access roads. As such, consultants must liaise with Swansea University and LIDA-Research, who have been conducting several research and development projects and studies to support VAR intervention in preparing their proposal when shortlisted. This collaborative effort with Swansea University and LIDA-Research will ensure the success of the project. Firms will be selected according to the procedures set out in the Revised and Restated Public Procurement and Concessions (PPCC), Act 2010 of the Republic of Liberia.
