The Subject Of This Public Procurement Is Selection Of A Contractor For The Preparation Of A Complex Report For The Assessment Of Compliance With The Main Requirements For Construction And Technical Control Under The Constructive Part And The Exercise Of Construction Supervision During The Construction Of A Site: Construction Of A New Agricultural Overpass At Km 490+860 Of The National Road I-6 Sofia-Burgas In The Section Vetren-Burgas. The Purpose Of The Public Procurement Is For The Road Infrastructure Agency To Identify A Contractor And Enter Into A Contract With Him For The Preparation Of A Complex Report For Assessing Compliance With The Main Construction Requirements And Technical Control Under The Constructive Part And Exercising Construction Supervision During Construction Of The Site, With The Aim Of Improving The Technical And Operational Characteristics Of The Section, By Building A New Facility, Achieving Uniformity Of The Road Surface, Which Will Ensure Optimal Travel Speed And Safe Conditions For Driving On The Road Section, Reducing The Number Of Road Accidents And Time For Travel, In Accordance With The Legal Requirements And In Compliance With The Agreed Terms. 1. Existing Situation: In 2021, The Road Infrastructure Agency (Api) Will Start The Realization Of A Site: Bypass Of The City Of Burgas From Km 230+700 On The I-9 Sarafovo - Burgas Road To Km 493+550 On The I-6 Road Vetren-Burgas And Local Lanes. In The Progress Of The Construction, Many Objections Are Received From The Farmers In The Area Regarding The Provisions Of The Technical Project For The Northern Bypass Of The City Of Burgas, With Which An Existing Agricultural Overpass Is Removed And A Full Clover Road Junction Is Implemented In Its Place Connecting The Bypass Road With The Existing Route Of The I-6 Road Sofia - Burgas. The Above Necessitates The Development Of A Technical Project For An Agricultural Overpass In Order To Provide Access To Cultivated Lands. After A Joint Study With The Municipality Of Burgas, On The Possibilities Of Deploying The New Facility, Tied To The Existing Polish Roads For Access To The Adjacent Territories, It Was Found That The Overpass Would Be Most Suitable To Be Located Approximately At Km 490+860. The Subject Of The Public Procurement Includes A Description Of The Activities Under The Procurement As Follows: А) Stage I - Preparation Of A Comprehensive Report For The Assessment Of Compliance With The Main Requirements For Construction And Technical Control Under The Constructive Part Of The Project Development: Б) Stage Ii - Exercise Of Construction Supervision During The Execution Of The Construction, In Accordance With The Requirements Of The Law On Territorial Planning (Zut) And The By-Laws. C) Stage Iii - Exercise Of Construction Supervision During The Removal Of Manifested Defects During The Warranty Periods. D) All Other Obligations Necessary For The Implementation Of The Subject Of The Public Procurement, Specified In This Documentation And Its Appendices, As Well As Those Specified In The Contract For Design And Construction, And The Legal Provisions. *V
