Consulting Service to Department of Economic Affairs (DEA) for Infrastructure Finance and Public Private Partnerships (PPPs) Supporting New Infrastructure Development through PublicPrivate Partnerships and Implementation Monitoring of National Infrastructure Pipeline - Consulting Service to Department of Economic Affairs Approval Date: 02-Feb-2022 Estimated Commencement Date: 150,000 USD Engagement Period: 5 MONTH I. BACKGROUND AND INTRODUCTION 1. ADB is providing Knowledge and Support Technical Assistance (TA) to Department of Economic Affairs (DEA) for Supporting New Infrastructure Development through Public Private Partnerships (PPPs) and Implementation Monitoring of National Infrastructure Pipeline (NIP). The TA supports policy and institutional advisory and capacity building in agencies responsible for infrastructure planning, financing including its structuring, multidisciplinary implementation, monitoring and evaluation of infrastructure programs through governments flagship National Infrastructure Pipeline (NIP) and National Monetization Pipeline (NMP) scheme. The TA will also support ministries, departments and agencies in planning and structuring of new infrastructure projects through PPP modality. 2. The TA supports the governments NIP and NMP initiatives by advising on knowledge-based solutions. Project monitoring advice through sector experts and data analytics backed project monitoring tools need to be provided to aid the implementation of the NIP program. Knowledge-based support needs to be extended for effective monetization of assets for meeting the governments overall development objective under the NMP program. The TA also focuses on building capacity for undertaking rigorous due diligence necessary for developing new infrastructure projects through PPPs. Expertise needs to be extended for designing novel PPP alternatives across sectors and states. II. OUTPUTS AND ACTIVITIES 3. The key output to be delivered by team of experts will be to support DEA in effective implementation of the NIP and NMP programs. Specifically, the team will assist in monitoring, supporting, and advising on the progress of NIP program including planning, preparation, and implementation through mobilization of project management and infrastructure financing experts Further, the team will facilitate infrastructure agencies to forge partnerships with private investors for monetization of public assets through in-house and external experts under the NMP program. The team will provide capacity building aid, advice, and technical support on (i) effective implementation of the NIP program, and (ii) structuring of asset monetization options across different sectors through a balanced risk approach between public and private entities.
