Forestry Services – 81308767-Support Of Agricultural Enterprises Along Selected Agricultural Value Chains Of Lao Pdr. The Programme Supports The Government Of Lao Pdr And Its Respective Ministries And Departments With Its Overall Objective: Emissions From Land Use Change And Forestry In Northern Laos Are Reduced. The Objective Of The Tender Is (1) To Evaluate Existing Studies And Interventions Targeting Agricultural Enterprises In Lao Pdr Resulting In Identifying Bottlenecks And Concrete Measures For Intervention, (2) To Identify Potential Agri-Msmes Assessing Their Business Models For Future Cooperation With The Project, (3) To Assess The Capacity Building Needs Of Selected Msmes Developing Targeted Capacity Building Measures, (4) To Provide Capacity Building To The Msmes In Close Cooperation With National Institutions And (5) To Ensure The Sustainability Of All Interventions Engaging Actively In The Policy Dialogue. Within The Context Of This Assignment, The Contractor Will Support Agricultural Enterprises Through Value Chain And Business Model Assessments, With The Aim Of Contributing To The Adoption Of Low-Emission And Climate Resilient Processing Methods, Coordinated Transportation, Marketing Of Sustainably Produced Products As Well As Strong And Reliable Connections Between Msmes And Farmers. Technical Assistance Could Include But Is Not Limited To (1) Match-Making Between Agri-Msmes And Farmers, (2) Trainings On Climate- Risks, -Resilient And Low-Emission Practices, Specifically Highlighting Innovative And Climate-Friendly Processing Techniques, (3) Financial Literacy And Management, (4) Business And Investment Plan Development, (5) Advice On Certification Options For Selected Value Chains, (6) Advice And Facilitation Support On Fair Marketing Agreements And (7) Support In The Mobilization Of Additional Sources Of Finance. All Selected Companies Will Receive Technical Support In The Areas Of Business Management Including Financial Management, Technical Innovations Towards Low Emission Value Chains, Simple Market Analyses And Planning. Further Support Will Be Given Through Matching Grant Funds Disbursed By The Environmental Protection Fund Of Laos Under The Co-Financing With The Green Climate Fund. Matching Grants Are Defined As Partial Contribution For Investments To Support Sustainable Value Chain Development Activities, Where 50% Of The Total Investment Amount Comes As A Grant And 50% Of The Total Amount Comes From An Equity Contribution Of The Agri-Msme Or As A Loan From A Local Financial Institution In Lao Pdr. All Interventions Within The Scope Of This Contract Will Take Into Account Gender Equality, Aspects Of Environmental Protection And Climate Action As Well As Human Rights, In Particular The Rights Of Ethnic Minorities. This Includes The Selection Of Agricultural Enterprises, Design Of Workshops, Development Of Training Manuals As Well As General Outreach And Awareness Activities.
