Tenders are invited for Tambankulu Substation Upgrade. Emailed, late, incomplete, telephoned, or telegraphic tenders will not be considered. 1.3 SCOPE OF WORK The Scope covers the design, construction and equipment installation, commissioning of new substation and dismantling of existing substation. The scope highlighted below is a guide to the bidder and any tasks necessary to deliver the project as per the bidders design should be included in the scope. 1.3.1 Design This section should be read in conjunction with the provided specification. As part of the design, the engineering procurement contractor is expected to undertake the following tasks: a) Design substation platform that will take into account the slope stated in the specification. b) Design access and internal roads c) Design drainage systems d) Design cable trenches and manholes e) Design metering, protection and automation schemes f) Design lightning protection and earthing systems g) Design telecommunications and SCADA infrastructure h) Design suitable equipment structures and foundations i) Design a control room and guard house and associated services j) Any additional designs deemed necessary for substation layout k) Formulate comprehensive bill of quantities l) Produce as built drawings (3 hard copies and 1 soft copy) 1.3.2 Construction The contractors scope for construction is highlighted below: a) Land Development b) Construct a control room and guard house c) Construct access road and drainage system d) Construct equipment foundations including the transformer bund-wall and oil dam e) Construct cable trenches and manholes f) Erect fencing for the work area and for the substation g) Stone cover 1.3.3 Electro-mechanical The appointed contractor is expected to carry out the following tasks: a) Supply and install electromechanical primary plant equipment (CT, VT, Isolators, Circuit breakers, Post insulators, Lightning arrestors) b) Supply and install substation gantries and equipment structures c) Supply and install Power and Auxiliary Transformers d) Supply and install 11 kV switchgear e) Supply and install secondary plant i.e. protection panels, SCADA, Telecommunications equipment, metering f) Supply and install substation lighting g) Supply and install lightning protection and grounding systems h) Supply and install AC and DC supplies i) Supply and install control and power cables j) Supply and install primary and secondary plant labels k) Supply and install all consumables l) Cold and hot commissioning of primary and secondary plant m) Commissioning of substation to the EEC National Control Centre 1.3.4 1.3.4 Training Product training on equipment as per specification or where necessary as proposed by the bidder. 1.4 METHODOLOGY The bidders are expected to provide a methodology showing how the design, construction and supervision exercise will be carried out. This will indicate the level of understanding of what is expected from the EPC. 1.5 COMPANY PROFILE AND STATUTORY DOCUMENTS The proposal should have the following documents: Company profile List of at least 3 similar projects Three reference letters from previous and / or current clients Construction completion certificates of similar projects Composition of the team.
