Expression of Interest are invited for Financial Analysis and Recovery Plan for SENELEC PROJECT: Diagnosis of the costs of electricity generation and improved financial sustainability of the SENELEC OBJECTIVES OF THE MISSION The main objective of the mission will be to support the State of Senegal and SENELEC, for the identification of fixed and variable production costs electricity forecast, the diagnosis of SENELECs financial model and the operational and financial measures to strengthen sustainability and the improvement of SENELECs performance. The mission will also propose measures to optimise the subsidy paid by the State to SENELEC with the aim of reducing its impact on public finances. MISSION OF THE CABINET OF "CONSULTANT" ADVICE As part of this mission, the advisory services " the Services" include the activities described below. Activity 1: Analysis of the performance and debt sustainability of SENELEC. This activity includes an assessment of operational and financial performance, review of the consolidated financial statements, and a balance sheet analysis in Forecasting of the spin-off and changes in the energy sector. Activity 2: Upgrading SENELECs financial model. This update will be based on the analyses of Activity 1 and will incorporate scenarios up to 2035, taking into account the subsidiaries, developments in the sector context such as the Domestic gas availability and energy developments and changes in the pricing policy. Activity 3: Plan improving financial sustainability and debt sustainability. This plan will build on the results of previous activities to propose concrete financial and operational optimisation measures, and Debt restructuring opportunities incorporating relevant mechanisms and adequate to ensure debt sustainability. Activity 4: Capacity building. This program aims to train staff from SENELEC and partner ministries to understand and implement the recommendations of the improvement plan, and to update regularly the financial model according to changes in the sector.
