Expression of Interest are invited for Senegal Transport Program Urban Transport Technical Firm The Government of Senegal (GoS) has prepared PMUD, an urban mobility plan for Dakar initially (other cities to be added). PMUD aims at improving mobility for a dynamic and growing city while reducing emissions and pollution. PMUD contains various projects (biofuel production, cable car, transit real estate, traffic management) that are ready to be implemented as public private partnerships (PPP) as well as other in preparation, including several BRT bus lines which would eventually be implemented as PPP projects. IFC will be assisting GoS in the implementation of the activities of PMUD under a programatic approach (the Project). IFC is soliciting expressions of interest (EoI) from an urban transport technical firm specialized in the urban transport sector (including traffic management, cable car, BRT, public transport, etc.) to support for all technical, commercial, demand, costing and other relevant technical aspects of the Project (the Consultant). The Consultant will support IFC in the implementation of the Program along its two components. Component A: PPP transactions to implement in 2 phases: phase 1 would cover due diligence and structuring of the transaction. Phase 2 will cover prequalification of investors and competitive tender up to closing of the transaction. The Consultant will work in collaboration with other IFC-hired consultants (technical, auditors and communication) and will be part of the IFCs transaction team. Component B Projects that need additional preparation before moving to implementation phase. The Consultant will support IFC in conducting required supportive analyses to complete the preparation work that GoS will undertake with the goal of preparing the projects for implementation. Once the projects are deemed ready, IFC will move to implementation phase along the 2-step approach described above.
