Expression of Interest are invited for Assessment of Geospatial Information Management. Description: Rapid population growth and its concentration within 6 percent of Egypts total territory is one of the key chronic challenges facing Egyptian cities. Urban planning, infrastructure and service delivery have not been able to keep up with rapid urbanization, holding back the economy and posing a challenge for the protection of precious agricultural land from urban sprawl. To address these challenges, the Government of Egypt (GoE) established the New Urban Communities Authority (NUCA), under the Ministry of Housing, Utilities and Urban Communities (MoHUUC) in 1979 with the objective of developing new urban communities in desert lands. To date, NUCA has established 32 new urban communities in four distinct generations/phases and is planning to build another 30 cities to accommodate 30 million inhabitants. The plans to build another 30 cities are ambitious, and concerns remain about their long-term sustainability and whether new urban communities are too big to fail. Given the immense strain on existing (old) cities however due to extreme urban congestion and ever-increasing population growth, coupled with land tenure complexities, the development of new urban communities offers an alternative for alleviating stress on existing cities. It also provides the opportunity for further socio-economic development and job growth.Enhancing sustainable urban management and support to the adoption of Smart City applications are also recognized by the GoE as crucial for inclusive and sustainable urban development. In line with this recognition, Egypts Prime Minister has declared that all fourth-generation new urban communities that are currently under construction (including the New Capital) are to be planned as Smart Cities that optimize city functions while improving quality of life for their citizens using smart technology. To achieve this objective, NUCA has requested support from the World Bank concerning its development of a National Smart City Strategy to (i) pilot Smart City applications in the Sheikh Zayed new urban community; and (ii) plan their future rollout to all new urban communities. Should the rollout of the National Smart City Strategy in new urban communities be successful, it is envisioned that its findings and lessons learned can be used to help transform existing cities into Smart Cities as well. In this context, and in line with the GoEs request for World Bank technical assistance to help MoHUUC and NUCA plan and strategize for the modernization of land administration and urban development in new urban communities, the World Bank is supporting in the areas of: (i) property registration; (ii) Geographic Information System - GIS; (iii) Smart City applications; and (iv) knowledge management and capacity building.
