Request for proposals are invited for Recruitment of a Principal Recipient for the implementation of a GC7 grant from the Global Fund to Fight AIDS, Tuberculosis and Malaria. The Global Fund ( GF ) to Fight AIDS, Tuberculosis and Malaria aims to raise, manage and disburse additional resources through a new public-private partnership that makes a major and sustainable contribution to reducing infections, illnesses and deaths, and thus contributes to mitigating the impact of HIV and AIDS, tuberculosis and malaria in countries in need and reducing poverty as part of the Millennium Development Goals. Activities that may be funded by the Global Fund include: better access to health services; the provision of essential health products, particularly medicines; training of community health workers; behavior change and awareness; community programs, particularly for the care of the sick and orphans. The GF programs are implemented by implementing entities called Principal Recipients (PRs) under the supervision of the Multisectoral Coordination Committee (MCC) for the fight against AIDS, Tuberculosis and Malaria. As the national coordinating body for GF grants, the MCC ensures the coordination and monitoring of grants received from the GF. The Government participates in this coordination as a member of the MCC and as a partner in the implementation of the program. The Global Fund is initiating, as part of its seventh funding cycle, a new project cycle for 2025-2027. In light of the guidelines received in this regard, the CCM must identify a principal recipient who will be responsible for implementing the next grant. The CCM will therefore make proposals for the PBs to the GF, which will be responsible for evaluating them according to its guidelines and tools with a view to the final designation of the grant implementing entity. The Principal Recipient is responsible for the overall management of the project, including, supervision of program implementation, financial management of Global Fund financial resources, coordination and collaboration with Mauritanian government ministries and officials to ensure compliance with the requirements of national health strategies, and evaluation and reporting of project results. The Principal Recipients, in collaboration with the CCM, will identify and propose sub-recipients who will be responsible for the day-to-day management of activities carried out under the projects under implementation. The CCM is seeking applicant organizations to serve as Principal Recipients. In an effort to develop and enhance the capacity of potential applicants, the CCM may consider proposals from a broad spectrum of organizations. Previous experience with international organizations (including the Global Fund), while helpful, is not a prerequisite. Although candidates will be evaluated on the basis of the criteria noted below, consideration will be given to candidates who meet the majority - but not all - of these requirements. In responding to this solicitation, candidates should discuss their knowledge, skills, and experience in the context of the criteria listed. The CCM has established the legal and ethical criteria for each candidate organization: Legal recognition MIDEC receipt; Headquarters Agreement, Authorization to practice, Cooperation agreement with the State Regularity with respect to regulations (regularity with respect to administrations) CNSS, Taxes, Directorate of Labor Submission to State control Documentary funds accessible without any hindrance Transparency Written commitment to free access to the files and accounting documents related to the project without any hindrance, without prior appointment with the strategic monitoring body of the CCM and government control and audit structures; Compatibility of this commitment with the statutes and RI governing the candidate structure Evaluation criteria Using the 12 minimum standards established by the Global Fund, the evaluation committee established the technical criteria (competence) for the evaluation of the applications received.
